Description
The Aging and Adult Services Division of San Mateo County Health is seeking a qualified individual for the position of Health Services Manager I - Aging & Adult Services (HSM I), to be responsible for the development and delivery of a uniform countywide continuum of care for older adults and people living with disabilities.
Primary activities will be the oversight, development, implementation and compliance of regulation, policy, procedures for the In-Home Supportive Services (IHSS) program. In addition, participate in the integration of IHSS into statewide and county initiatives to promote a coordinated healthcare delivery system to older adults and people with disabilities, including support and delivery of California Advancing and Innovating Medi-Cal (CalAIM) services. In addition, the HSM I will be expected to incorporate the Lean/LEAP philosophy of structured process improvement within Aging and Adult Services Supportive Services programming.
The HSM I will work closely with key staff to develop orientations and technical trainings when there is change in regulations and operations, and represent the division on Health System, Health Plan of San Mateo, countywide work groups, community meetings, and state meetings. HSM I duties to be conducted throughout San Mateo County, including travel to state and regional meetings. The position will work in both San Mateo and South San Francisco offices.

The Division has permanent staff and also delivers many services through contracts. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. - Organize, supervise, and monitor specialized health-related services and activities.
- Participate in the development of goals, objectives, policies, procedures and priorities within a specialized service area.
- Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget.
- Assist in negotiating contracts with outside vendors, consultants or organizations; administer, monitor and evaluate contracts.
- Maintain an effective working relationship with a variety of public and private organizations, including staff in other Health Services Agency Divisions, County departments and agencies.
- Answer questions and provide information to the public; supervise the enforcement of community health-related standards, codes and regulations, as required.
- Provide staff assistance to higher level management on program issues.
- Select, supervise, train and evaluate professional, technical and clerical subordinates.

Qualifications
Education and Experience:

- Bachelor's degree with a major in public health, social work, public administration, or a related field applicable to the area of specialization.
- One year of supervisory experience in a health, social services or community-based program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination.
- Principles and practices of public administration and program management, including planning, implementation, and evaluation.
- Principles and practices of community health care including current trends in research, treatment, prevention, education and related services.
- Principles of budget preparation and monitoring.
- Principles of personnel training, supervision and evaluation.
- Apply principles and techniques of community organization, including community awareness, resource coordination, and mobilization of diverse community groups.
- Organize, direct and coordinate program services.
- Work cooperatively with other County departments and public and private organizations.
- Analyze problems accurately, develop recommendations and take appropriate action to resolve them.
