Duties Description The incumbent will lead the Department of Health's Division of Home and Community Based Services (HCBS) Surveillance program in the Metropolitan Area Regional Office (MARO). The incumbent will serve as the Regional Program Director, overseeing all components of the program's administration including supervision of 28 staff currently working in the MARO Region. Specific duties include the planning, coordination and evaluation of program activities, establishment and oversight of policies, procedures and internal controls. This individual will serve as point of contact for the timeliness and quality of surveillance activities for the MARO HCBS program. The incumbent will direct program activities, including evaluation of investigative materials and reports prepared by staff, perform the duties and functions that comprise the operations of the regional office, including but not limited to special initiatives and emergency preparedness activities. The incumbent will function in a leadership role for an area of the State in which there is a concentration of providers and service delivery, and will report directly to the HCBS Division. This position is complementary to the upstate AOD position.

Minimum Qualifications A bachelor's degree and five years of professional administrative or professional clinical experience providing regulatory compliance and/or quality assurance activities in a healthcare delivery system, participating in the development or implementation of state or federal regulations that govern the provision of healthcare, clinical supervision of staff that provide health related services at an agency or in a facility regulated by a government agency, or evaluating the quality of care provided to individuals to ensure that professional standards of practice are met, and services comply with government regulations. One of the five years needs to include managerial responsibilities.

*Substitutions: four years of specialized experience, or associate degree and two years of specialized experience, may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred candidates will have leadership experience including strong management and communication skills, both verbal and written, to enable them to succeed. They will have strong problem solving and organizational skills with attention to detail and the ability to prioritize assignments for staff. They should have experience training and mentoring staff to increase operational abilities, efficiency and the quality and volume of the work. While experience with regulated programs and home and community-based services is preferred, we are open to a wide variety of background coupled with a desire to learn and motivate staff.

Additional Comments This position may be eligible for a downstate adjustment of $3,400.
