Position Overview

The Division of Mental Health is seeking to hire a Hospital Chief Operating Officer for the Madden Mental Health Center located in Hines, Illinois. Performs a variety of administrative and supervisory functions in the development, coordination and implementation of policies, procedures and in-patient programs. Plans, directs and manages administrators of assigned areas. Serves as the Hospital Chief Executive Officer in their absence with full range authority over the entire hospital. Participates in meetings and serves as chairperson or member of various committees. The Center strives to provide equitable access to social/human services, supports, programs and resources to enhance the lives of all who we serve.

Essential Functions

  • Serves as Hospital Chief Operating Officer for the Madden Mental Health Center.
  • Serves as full-line supervisor.
  • Serves as the Hospital Chief Executive Officer in their absence with full range authority over the entire Hospital.
  • Supports and supervises the business services processes for monitoring and evaluating the quality of facility fiscal and material conditions, for identifying and resolving problems and for identifying opportunities to improve physical plant issues resulting in better recipient care.
  • Participates in meetings and serves as chairperson or member of various committees.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires four (4) years progressively responsible administrative experience in a health or human services organization, facility or hospital.


Preferred Qualifications

  • Five (5) years of professional experience organizing, administering and evaluating ongoing services in a multi-disciplinary operation.
  • Five (5) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders including the use of computers.
  • Five (5) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off.
  • Five (5) years of professional experience developing and interpreting policies and procedures for a public or private organization.
  • Three (3) years of professional experience working with Federal and State standards and regulations relative to residential care and treatment programs.
  • Three (3) years of professional experience developing strategic plans, long and short-term goals for a residential treatment program.
  • Three (3) years of professional experience interpreting, recommending, designing and implementing staffing plans for a public or private organization.


Conditions of Employment

  • Requires the ability to travel in the performance of job duties.
  • Requires the ability to serve on-call, after business hours, weekend and holidays on a rotation basis.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
