Summary

The Health Sciences Division provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. The Overdose Prevention and Response program is responsible for reducing overdose deaths and improving the health of people who use drugs in King County. Public Health - Seattle & King County seeks a dedicated and community-driven Program Manager to join our team, focusing on overdose prevention in permanent supportive housing, shelters, and other sites throughout King County. This position will lead the design and implementation of a program intended to reduce fatal overdose in housing sites. This role will also lead emerging work for place-based overdose prevention and response throughout King County. The ideal candidate will have deep ties to the community and networks of organizations that interact with this population, possessing firsthand knowledge and understanding of the challenges faced by individuals at risk of overdose and housing organizations. This role requires a systems-thinker with a proven ability to connect with community organizations and demonstrated history of program/project design, implementation, and management.

Job Duties

Community Engagement:
  • Develop and maintain strong relationships with providers that serve individuals at risk of overdose, community organizations, healthcare providers, substance use disorder providers, and local government agencies to ensure effective collaboration and support for overdose prevention initiatives.
Program Development:
  • Lead the design, implementation, and evaluation of comprehensive overdose prevention programs tailored to the unique needs of housing systems. This includes identifying gaps in services, developing strategies, and leveraging resources to address overdose risks effectively.
Training and Technical Assistance:
  • Develop and coordinate training on overdose prevention strategies for housing service providers and place-based overdose locations. Provide technical assistance to support the implementation and sustainability of these strategies in diverse settings.
Outreach and Education:
  • Conduct targeted outreach activities to raise awareness, provide education, and engage community members in overdose prevention efforts. Disseminate educational materials and resources to community partners and individuals at risk of overdose.
Data Collection and Analysis:
  • Implement data collection methods to monitor and evaluate the impact of overdose prevention initiatives. Work in partnership with PHSKC epidemiologists to analyze data, identify trends, and develop reports to inform program enhancements and support evidence-based decision-making.
Community of Practice:
  • Coordinate community of practice and facilitate regular meetings
  • Collaborate with local housing providers and other relevant community stakeholders to develop and maintain a community of practice model for overdose prevention and response.
Place-Based Post-Overdose Follow-Up:
  • Work with the Overdose Response team, including epidemiologists and King County Medical Examiner's Office (MEO), to design and implement a coordinated response to data and community identified overdose clusters. Outreach and engage with providers, organizations, and business to address needs to respond to overdoses.
  • This position will supervise and shape the team's post-overdose response work with next of kin and survivors of overdose.
  • Other responsibilities as assigned.

Experience, Qualifications, Knowledge, Skills

Required Knowledge, Skills & Abilities:
  • Bachelor's degree in public health, social work, or a related field OR equivalent experience.
  • Two (2) years of experience in program management, preferably within the housing, harm reduction, substance use disorder treatment, care coordination, or related field.
  • Demonstrated ability to design and implement programs and/or projects.
  • Demonstrated proficiency facilitating group discussions in person and virtually with diverse groups of people.
  • Knowledge of relevant policies, regulations, and best practices related to overdose prevention, housing, and harm reduction.
  • Ability to work collaboratively within a multidisciplinary team and independently manage multiple projects simultaneously.
  • Strong written and verbal communication and interpersonal skills, with the ability to engage and connect with individuals from diverse backgrounds and build trust within the community.
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment-based inequities on marginalized communities and populations
  • Knowledge of local resources and services related to substance use disorder treatment, mental health support, and housing.
  • Experience using data to inform program design, implementation, and evaluation.

Work Schedule:
This is a full-time salaried position and is FLSA Exempt (not eligible for overtime). The typical work schedule is Monday - Friday, 8am - 5pm and may include some evenings and weekends depending on community needs.
Work Location

This position is located at the Chinook Building, 401 5th Ave, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
