Definition

Under general direction, oversees and manages the City's neighborhood redevelopment and housing rehabilitation programs.
This position will remain open until filled, with the first review of applications on February 28, 2025.

Examples Of Duties

Administers and implements the City's neighborhood redevelopment and housing rehabilitation programs; develops office policies and procedures; supervises and coordinates the work of assigned employees; directs long and short-term planning of related programs and projects; advises on laws, regulations and ordinances relating to neighborhood redevelopment and housing.

Designs and maintains neighborhood redevelopment and housing rehabilitation programs using revenues from local sources and intergovernmental loans and grants; prepares and seeks approval of applications for funding; implements program proposals; ensures compliance with program requirements; prepares reports of program accomplishments.

Acts as a liaison between the department and the U.S. Department of Housing and Urban Development and other neighborhood and housing organizations, City departments and other public agencies.
Qualifications

Bachelor's degree in public administration, urban and regional planning or closely related field plus five (5) years of experience involving neighborhood redevelopment and housing programs, community and neighborhood organizations, real estate or community development law, social services or closely related field; or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position.

Must possess a valid driver's license and maintain throughout duration of employment.

Must pass a background check as prescribed by the City of Davenport.
Knowledge and Skills

Considerable Knowledge of:
The laws, codes, regulations, and ordinances governing neighborhood redevelopment and housing rehabilitation programs.

The principles and practices of neighborhood redevelopment and housing rehabilitation programs.

Good Knowledge of:
Economics, housing finance, municipal finance, real estate and community development law, sociology and community organization.

Considerable Skill in:
Supervising and directing the work of others.

Researching and writing reports, handbooks, brochures, and manuals.

Establishing and maintaining effective working relationships with municipal officials, employees, City departments, business leaders, and neighborhood-based organizations.

Interpreting and implementing program guidelines and objectives.

Interpreting and advising on laws and regulations related to real estate and community development.

Communicating effectively both verbally and in writing.

Demonstrating strong organizational skills through attention to detail.

Working Skill in:
Conducting research on social, economic, and physical issues related to neighborhood decline and redevelopment.

Developing and revising programs and implementing guidelines related to neighborhood redevelopment and housing rehabilitation.

Presenting information to the public.

Preparing program budgets.
