About this Position:
This position serves as the District HR Unit Manager for the Department of Transportation and Development (DOTD) and reports directly to the HR Director and supervises three regional HR Manager A's who supervise ten (10) HR Specialists and twenty (20) HR Analysts. The District HR Unit is comprised of thirty-four (34) professional HR positions that are responsible for supporting the twelve (12) District/Maintenance HR offices across the state (3000+ employees), in all aspects of HR functions. The incumbent of this position is required to possess broad knowledge of the LaGOV HCM system and its reporting capabilities, Civil Service Rules and regulations, DOTD policies and procedures, as well as knowledge of federal and state employment laws. This position requires periodic statewide and/or overnight travel as well as effective oral and written communication skills.

While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

The Special Entrance Rate (SER) for the Human Resources Manager B is $2,231.20 Bi-Weekly.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of human resources experience; OR

Six years of full-time experience in any field plus four years of human resources experience; OR

A bachelor's degree plus four years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.
Job Concepts

To manage all aspects of a human resources program; or to serve as an assistant to a Human Resources Director; or to serve as the chief human resources advisor at a small agency or satellite entity.

Supervision Received:
Direct from a Human Resources Director or higher level administrative official.

Examples of Work
40% Unit Management
Manages three (3) Regional HR Manager A's who manage ten (10) HR Specialists and twenty (20) HR Analysts who serve as District/Maintenance representatives and are geographically located in the twelve (12) District/Maintenance HR offices. Serves as an assistant to the HR Director for District HR Operations. Manages the District HR Unit which supports each District's HR Office and partners with Appointing Authorities to achieve established goals and objectives. Responsible for planning and directing the activities of the District HR Unit in collaboration with the HR Director, District Administrators (DAs)/Chief Maintenance Engineer and Assistant District Administrators (ADAs) of Business, to include development of goals, assignment of duties, establishment of work standards, monitoring of workflow, and evaluation of work products. Provides direct feedback on performance measurements and expectations for District HR functions; manages all District HR functions, including the support and guidance provided to Section Heads/District Administrators to achieve set priorities and meet customers' HR needs; interprets Civil Service Rules and DOTD policies and procedures. Interviews, selects, trains, and counsels staff; approves leave requests and attendance statements; prepares and conducts performance evaluations. Attends seminars/conferences and completes continuing education requirements as necessary.

35% Program Administration
Develops strategic plans to assist with recruitment, hiring/onboarding, retention, payroll/benefits and knowledge management in support of the Office of Operations and District/Maintenance HR. Establishes and evaluates goals and aligns tasks and work plans to meet established objectives. Determines methodologies for performing tasks that meets the unique needs of each District/Maintenance office as well as ensures efficient processes and streamlined procedures are consistent with best business practices and industry standards. Evaluates the effectiveness of results achieved and makes adjustments to operating procedures to ensure continuous improvement. Engages District/Maintenance HR staff on proposed changes and updates for all HR programmatic functions to ensure a thorough understanding of current regulations, policies and procedures, and established business practices as well as ensures compliance with such. Coordinates workshops and training sessions as needed for the on-going professional development of District/Maintenance HR staff. Consults with HQ HR Managers and Specialists to address complex issues and develops approach to address needed improvements. Assists in policy development and partners with the two (2) HR Manger B staff to implement changes to HR programs administered. Participates in focus groups as needed and provides reports and metrics as requested to the HR Director and other entities.

20% Management Assistance
Assists the HR Director, Assistant/Deputy Assistant Secretary of Operations, and District Administrators/Chief Maintenance Engineer in resolving diverse personnel issues and acts as a liaison between the Office of Operations and HQ HR for all District HR matters. Attends and participates in meetings to discuss HR related matters; tracks trends among the Districts and recommends corrective action as necessary. Makes presentations on HR initiatives and achievements as requested. Serves as a liaison between DOTD and State Civil Service for District personnel matters.

5% Miscellaneous
Assists on special projects as assigned. Attends meetings, conferences, and workshops as required. May be required to perform additional duties as necessary including, but not limited to, emergency and disaster support activities.
