POSITION SUMMARY

The HSQE Manager plays a pivotal role in ensuring the development, implementation, and continuous compliance with the company's Safety Management System (SMS), which includes adherence to ISM (International Safety Management Code), EPA, OSHA and Subchapter M regulations. This position works closely with the Director of Regulatory Affairs and Compliance Manager to guarantee all ISM audit requirements are met and that the Management of Change (MOC) process is properly incorporated. The successful candidate will have strong leadership, communication, and technical skills, combined with a comprehensive understanding of HSQE principles and practices.

Key Responsibilities:

Safety Management System (SMS) Oversight:
  • Ensure the company-wide compliance with RCM's SMS with the latest ISM requirements.
  • Ensure all company towing vessels are in compliance with the safety requirements of Subchapter M regulations.
  • Identify SMS deficiencies, take corrective actions, and distribute relevant information to all stakeholders.
  • Assist staff with incident investigations, conducting root cause analysis, and distributing lessons learned to improve safety culture.
  • Develop and implement required SMS training for vessel crews, ensuring all personnel are well-versed in safety protocols and hazard identification.
  • Support the implementation and training of safety management systems across both fleet and shore-based operations.

Health and Safety Program Management:
  • Oversee and continuously improve RCM's health and safety programs, keeping them aligned with applicable federal and state laws and industry standards.
  • Administer the Drug and Alcohol Program to ensure compliance with regulatory and company standards.
  • Maintain oversight of Marine Occupational Safety and Health Standards, including benzene monitoring, and ensure all vessel personnel are trained in hazard identification and risk assessment.
  • Monitor near-miss and incident reporting, ensuring timely data entry into the Risk Management Database and reviewing Incident Investigation Reports to track trends and ensure corrective actions are executed.

Incident and Environmental Compliance Management:
  • Oversee the incident reporting and investigation process, ensuring proper documentation and root cause analysis for each case.
  • Ensure that all incidents and near misses are tracked, reviewed, and followed up with corrective actions to prevent future occurrences.
  • Possess experience in Incident Command System (ICS) response structure and have the necessary training and experience to serve as a Section level leader or higher on an Incident Management Team (IMT)
  • Notify federal, state, and local authorities in the event of environmental incidents or casualties, maintaining the Vessel Response Plan.
  • Have a working knowledge of compliance requirements of the EPA Vessel General Permit (VGP) program.
  • Maintain current understanding of environmental regulations, best practices, and reporting requirements.
  • Collaborate with internal teams to ensure environmental compliance is integrated into operational planning.

Training and Development:
  • Ensure company-required SMS training for vessel crews is up to date and that all personnel understand ISM/Subchapter M requirements.
  • Lead training programs and drills to ensure all employees are prepared for emergency situations, including regulatory compliance and environmental response.
  • Support quality systems training and continuous education for vessel and shoreside teams.

Regulatory Liaison and Compliance:
  • Liaise with regulators, industry bodies, and internal staff to stay abreast of regulatory initiatives and ensure that RCM remains in compliance with all relevant laws and standards.
  • Attend and represent the company in regulatory meetings with customers, third parties, and other stakeholders to maintain strong relationships and ensure compliance.
  • Assist with license tracking and support documentation required for regulatory audits and crewing qualifications.

Continuous Improvement:
  • Drive the continuous improvement of safety and environmental practices through methodologies such as LEAN or Six Sigma.
  • Conduct and oversee internal audits and management reviews to assess and improve the quality and environmental requirements of operations.

Vessel and Shore-Based Drills & Exercises:
  • Facilitate and participate in vessel and shore-based safety exercises and drills to ensure readiness for emergency situations.
  • Collaborate with internal teams to ensure all emergency plans and drills are effective, consistent with SMS standards, and improve team response times.

Position Requirements

Position Minimum Requirements:

Experience and Education:
  • Minimum of 3-5 years' experience in a HSQE role with managerial responsibilities, preferably in the maritime industry.
  • Experience in maritime transportation operations is required.
  • Holding or familiarity with USCG licenses is preferred.
  • Bachelor's degree in a relevant field (e.g., Quality Management, Business Administration, or a related field).
  • Experience working with Helm CONNECT or a similar Fleet Management System.
  • Previous experience in oil & gas transportation and familiarity with Jones Act operations are preferred.

Skills and Competencies:
  • Strong leadership and interpersonal skills, with the ability to lead cross-functional teams and engage at all organizational levels.
  • Effective communicator with a proven ability to influence and drive consensus.
  • Proficient in Microsoft Office (Teams, Outlook, Excel, Word, PowerPoint) and SharePoint.
  • Ability to manage competing priorities and perform well under pressure, with excellent time management and deadline-driven execution.
  • Strong in risk analysis and assessment.
  • Strong report structure writer.
  • Knowledge of quality systems and ability to support quality improvement initiatives

Certifications:
  • Certification in Drug and Alcohol collection (ability to obtain if not already certified).
  • AED-CPR Instructor certification (must be able to obtain).
  • ISO 9001:2015 Lead Auditor certification is a plus.

Additional Requirements:
  • Ability to travel, including to East Coast and US Gulf ports.
  • Candidates must be authorized to work in the U.S..
  • Pre-employment background check and drug & alcohol screening required.
  • Training in casualty investigation, root cause analysis, and development and implementation of corrective actions.
  • Experience as a company-wide Training Officer is a plus.
