The Department of Public Safety, Human Resources Bureau is made up Classification and Compensation, Payroll, Recruitment and Leave and Training. This bureau works hand in hand to provide the most efficient Customer Service to our employees (Civilians and Officers) and the Public.
Why does the job exist?
Senior ranking HR member responsible for direction and administration of agency HR; functional area; functional team.
How does it get done?
- Provide leadership, oversight, direction, and management of an HR operation including policy and leave management, employee relations, training and development, program development, administration, and maintenance of all human resource functions for all employees.
- Responsibilities include planning, evaluation, employee management, and supervision of personnel policies, disciplinary actions, employee relations, employee benefit duties, leave management duties, training, data collection, performance measures, quality improvement initiatives, and strategic planning.
- Manage administrative operations of the HR Division to include management of staff.
- Provide professional and strategic direction and consultative services to multiple divisions and field offices statewide to identify,
manage, monitor, and resolve human resources issues for each division and program.
- Identify policy issues, training needs, and department-wide HR trends, develops options, makes
recommendations to senior management, develops and implements goals for strategic direction within areas of responsibility and leads major HR projects and initiatives.
- Oversee the management of HR operations for employee and labor relations. Monitor and ensure compliance with federal and state laws, regulations, policies, and procedures at the direction of SPO.
- Oversee disciplinary processes, personnel policies, employee investigations, complaints and grievances, labor relations, and other employee relations functions.
Who are the customers?
This position supports the Program Support Division, Statewide Law Enforcement Support Division, New Mexico State Police (NMSP), Office of the Secretary, Office of Legal Affairs, Administrative Services Division, Information Technology, Law Enforcement Academy, Forensic Laboratory, the Law Enforcement Records Bureau and the State of New Mexico.
Ideal Candidate
- Supervisory and project management experience;
- Comprehensive and practical knowledge of human resource laws pertaining to areas of responsibility in human resources;
- Experience in employee relations, training and development, policy review and leave management;
- Strong written and verbal communication skills, including maintaining high levels of confidentiality;
- Experience with complex spreadsheets, databases, data analysis and generating reports;
- Ability to work equally in a team environment and independently with a positive and supportive attitude.
Minimum Qualification
Bachelor's degree in any related field and seven (7) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.
The selected candidate will work with highly confidential and high-volume data flow must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as, handle multiple tasks and request from several people at once.
Working Conditions
Work is performed in a fast-paced Law Enforcement office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting and a high volume of data flow. Exposure to confidential information. Exposure of officers carrying weapons. Occasional overtime is required to meet statutory and critical deadlines. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs. Occasional local and in-state travel may be required.
