Description of Work
The Human Resource (HR) Manager provides professional consultation to management and professional leadership to staff regarding all
aspects of HR Programs, including position management, benefits administration, salary administration, employee relations, workplace safety, workers' compensation, employee development, recruitment and timekeeping. The role will foster a collaborative relationship with Central HR functional teams to drive optimization of HR initiatives and deliverables.

As a key member of the facility's management team, the HR Manager's responsibilities include the following:
  • Provide comprehensive, accurate and timely service to management and employees
  • Ensure the organization's strategic needs and values are aligned to policies and guidelines
  • Forecast staffing needs and determine the effectiveness of HR programs
  • Develop and maintain effective relationships with management, employees, and partners
  • Actively partner with management on special projects and assignments
  • Extract facility performance metrics and utilize results to foster visibility and continuous operational improvements
  • Collaborates with DHHS Core HR Departments and serves as a liaison to ensure key HR initiatives are completed
  • Provides support to workplace safety incidents and ensures third party claim reporting and OSHA responsibilities are met

Knowledge, Skills and Abilities / Competencies

  • Strong knowledge of human resources principles and practices as an HR generalist or specialist in one or more of the core HR areas, coupled with a working knowledge of other HR areas
  • Proven ability to provide effective management consultation in all areas of HR
  • Demonstrated ability to consistently and effectively develop, interpret and apply a variety of Federal, State, ororganizational HR policies and procedures
  • Proven ability to manage, direct, motivate and supervise the work of HR professionals and technical specialists
  • Demonstrated ability to communicate effectively with a variety of persons at all educational levels, both internal and external to the organization
  • Proficiency with Microsoft Office Suite
Management preferences:
Application experience with SAP/BEACON or other HR information systems
Minimum Education and Experience Requirements

Bachelor s degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 2 years of experience in an HR leadership position;
or
equivalent combination or education and experience.

Degrees must be from appropriately accredited colleges or universities.
