Human Resources Coordinator

The City of Ontario has an exciting opportunity to join the team as a Human Resources Coordinator in the Benefits Division of the Human Resources/Risk Management Agency. The Human Resources Coordinator is a para-professional level position that performs and assists in a variety of administrative, technical, and analytical duties and responsibilities in support of the City's human resources functions, including recruitment and selection, human resources information systems (HRIS), classification, compensation, employee benefits and wellness programs, leave administration, workers compensation and risk liability programs, employee relations, labor relations, and equal employment opportunity; performs other related work as necessary.
When assigned to the Benefits Division, the Human Resources Coordinator will assist with the City's robust benefit programs including the Wellness, Retirement, and Rideshare programs. The selected candidate will have experience assisting and/or administering employee benefit programs and a passion for serving others. Additionally, the successful candidate will embody the Department's mission and vision as well as the qualities of a "Five Tool Player" - Leader, Thinker, Communicator, Operator and Public Servant; and the principles of the City's Customer Service Philosophy - Empathy, Respect, and Problem Solving.

Examples of Essential Functions

The following essential functions are typically performed by the Human Resources Coordinatorclassification:

  • Provides technical and analytical support in the implementation of a variety of human resource programs and activities including recruitment and selection, human resources information systems (HRIS), classification/compensation, employee benefits and wellness programs, leave administration, workers compensation and risk liability programs, employee relations, labor relations, and equal employment opportunity.
  • Assists in the administration of the City's employee benefits program, including medical, dental, life, vision, flexible spending accounts, retirement, deferred compensation, and disability insurance plans; answer inquiries related to various City benefits.
  • Conducts new hire benefit orientations and/or employee orientations; prepares, reviews, and distributes benefits communication materials.
  • Assists in the coordination of the City's Health and Wellness Program; organizes seminars and activities; drafts and distributes promotional materials; makes logistical arrangements with other departments and City staff; assists with monitoring and making recommendations on the effectiveness of the program.
  • Provides assistance in the monitoring and processing of employee leaves, such as FMLA, CFRA, PDL, and may assist in conducting interactive processes.
  • May act as a liaison to third-party administrators processing employee benefits and leaves.
  • Participates in and assists with a range of recruitment and selection activities, to include the development of job announcements, the evaluation of minimum qualifications, the coordination of selection procedures, candidate correspondence, and other related duties.
  • Enters information into various human resources information systems and databases ensuring accuracy and completeness.
  • Assists in the research, data compilation, preparation and analysis of reports and spreadsheets.
  • Assists in the preparation of and/or processing of a range of documents and forms such as personnel documents, disciplinary letters, and other personnel actions; enters applicable information into databases.
  • Provides assistance with the investigation of employee related complaints and misconduct/performance issues; assists in the preparation of required documentation and responses.
  • Assists in the administration of the workers' compensation and risk liability programs.
  • Assists with the analysis of classification and compensation studies and audits; assists in the preparation of new or revised job descriptions and collects and analyzes compensation and benefit data; responds to salary surveys from external agencies.
  • Communicates with applicants, employees, Agency and Department Heads, retirees, and representatives from outside agencies regarding Human Resources matters.
  • Performs related duties as assigned.

Qualification Guidelines
Education

Equivalent to an Associate's Degree in Public or Business Administration, Human Resources, Risk Management or a closely related field.

Experience

Four years of technical experience in human resources, risk management. A Bachelor's Degree or its equivalent in Public or Business Administration, Human Resources, or a closely related field may substitute for up to two years of the required experience.

Licenses

Valid Class C California driver's license at time of appointment and an acceptable driving record at the time of appointment and throughout employment.
