JOB SUMMARY: The Human Resources Director is directly responsible for the overall administration, coordination, and evaluation of the human resources function. Plans, directs, manages and coordinates personnel and human resources activities of the agency including developing the annual department priorities for the agency's strategic plan, preparing and monitoring of department budget, recruitment, training, employee relations, safety, compensation and benefit plans, wellness initiatives, employee policies and procedures, and regulatory compliance.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:Annually reviews and makes recommendations to executive management and/or leadership team staff for improvement of the organization's policies, procedures, and practices on employment matters. Maintains knowledge of industry trends and employment legislation and ensures organization's compliance. Maintains responsibility for organization compliance with federal, state, and local legislation pertaining to all personnel matters. Communicates changes in the organization's employee policies and procedures and ensures that proper compliance is followed. Assists executive management and/or leadership team staff in the annual review, and preparation of the organization's wage and salary program. Researches, plans and implements training programs, seminars, and conferences for employees and management. Responsible for performing a training needs analysis, for determining the appropriate method of training to be used, and for evaluating training methods to ensure goals are met this would include new employee orientation, employee relations, workers' compensation matters, and safety and wellness activities to foster positive attitude toward agency objectives. Coordinates or conducts exit interviews to determine reasons behind separations. Consults with legal counsel as appropriate, or as directed by the executive team, on employee matters and advice on policies and procedures. Works directly with department managers to assist them in carrying out their responsibilities on personnel matters. Recommends, evaluates, and participates in staff development for the organization. Develops and maintains a human resource information system that meets the organization's personnel information needs. Supervises the staff of the Human Resources Department including the development of human resources tasks and goals. Participates in Leadership Team meetings and special projects and seeks additional responsibilities. Serves as the Department's representative to the agencies strategic planning process and develop annual goals, objectives and strategies with measurable outcomes and implement plan. Prepares and monitors the Department's annual budget. Serves as a link between management and employees by administering, interpreting the employee policies and procedures in compliance with employment regulations. Responsible for the staffing duties of the Human Resources Department including recruitment, training, fostering team building and a customer service approach to providing support, performance evaluation and work assignments. Advises managers on organizational policy matters such as compensation, performance management systems, equal employment opportunity, harassment, and job accommodation. Assists managers, and where necessary, recommends appropriate actions with challenging staffing matters, including dealing with employee grievances, separation of employment, and administering disciplinary procedures. Serves as agency EEO Officer and, with legal assistance, represents the agency at personnel-related hearings and investigations partnering with the executive team. Performs a variety of technical duties in support of the human resources programs and resolve employment-related issues and concerns with discretion and confidentiality. Oversees, creates, and revises policies and procedures with current laws and agency needs, coordinates with department stakeholders for their input and review, coordinates with legal counsel for legal review, revises and prepares documents for finalization to the executive team. Ensures job descriptions are developed consistently with agency policies and classification system before final approval by the executive team. Ensures employee benefit plans (i.e., medical, dental, vision, life, COBRA, 401(k) safe harbor retirement, EAP and workers' compensation, FMLA, etc.), are administered according to agency policies and procedures, plan documents, and IRS and ERISA regulations. Provides corresponding reports and follow-up as required. Monitors and ensures agencies employment records are updated and provide regular reports. Provides progress and quarterly reports for inclusion in the RurAL CAP Board of Directors reports. OTHER RESPONSIBILITIES:Oversee and supports the production of employment statistical and other employee reports as required by management and federal, state, and local governmental agencies. Coordinates in-house employee wage and benefit studies and recommends changes. Composes a variety of correspondence, including inter-office communications, emails, lists, notices, forms, letters, memoranda, and other materials. Compiles and reports information required for compliance reporting (i.e., EEO-1, Municipality of Anchorage compliance contracts, etc.). Prepares employee records for intermittent programs audits, governmental agency audits, and other per functionary-required audits. Generates, formats, proofreads HR related spreadsheets for HR relevant programs. Develops report formats, graphs, charts, and spreadsheets for HR relevant programs. Tracks and reports progress of assigned tasks and/or projects. Maintains education and professional expertise through attendance at job related seminars, conferences, and workshops. Selects and fosters a team approach with HR staff through regular meetings, collaborative problem solving, professional development, and the dissemination of information. Performs other duties as assigned. POSITION TYPE/EXPECTED HOURS OF WORK: This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.
TRAVEL: Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:Must be at least 18 years of age. State and federal background checks, including fingerprints, are required. BA plus two (2) years' experience or six (6) years equivalent education and experience, with at least (5) five years of experience in Human Resources Management role. Experience in strategic planning, developing priorities, developing, and implementing plans to meet goals and targets. Responsible work ethic with reliable attendance. Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignments with little or no direct supervision while also working effectively as a team member. Demonstrated advanced level of computer skills in Microsoft Word, Excel, PowerPoint, Publisher, and Outlook. Ability to use computer based technology in order to locate, access, manipulate, create and retrieve information to share and communicate with others. Demonstrated administrative and supervisory skills. Knowledge, understanding and experience with employment law. Must be detail-oriented, possess a high degree of accuracy and work well under pressure. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations. Must be able to provide own transportation to meet work schedule requirements. Must have a valid driver's License and maintain a valid driver's license throughout the course of employment. Must provide a copy of current driving record from the Department of Motor Vehicles annually. Must have an insured vehicle, present proof of insurance, and maintain proof of insurance throughout the course of employment. Agency recommends annual TB screening and physical as part of employee's personal wellness plan (Recommendation - Not a requirement of this position) PREFERRED EDUCATION AND EXPERIENCE:Demonstrated experience with statewide service delivery in Alaska in related work. Human Resource experience for a non-profit agency or social services environment. Previous experience administering employee benefit plans. Certification in Human Resources (e.g., PHR, SHRM-CP, etc.). Experience with database systems or Human Resources Information Systems - Sage. COMPENSATION: Annual Salary $86,652+ (DOE)
