Job Responsibilities:
- Plans, directs, and integrates a broad and comprehensive range of human resource and labor relations services for Kalispell Public Schools.
- Consults and advises administrators, the superintendent, and the Board of Trustees on appropriate human resource and labor relations procedures and coaches them in carrying out their responsibilities on personnel matters.
- Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management, and works with the administrators on resolving these matters.
- Supervises the human resources department, substitute management, and other programs or staff, as assigned.
- Performs labor relations, bargains, and administers all collective bargaining agreements with recognized employee groups of the District and interprets negotiated agreements to employees.
- Administers and manages employee benefits programs, and serves as a resource person regarding the District's health, dental, disability, life insurance, vision, optional retirement plans, and all forms of leave of absences.
- Monitors internal and external compliance issues; keeps apprised of legal requirements governing human resources and labor management, disseminates information, and answers legal questions.
- Directs, manages, and oversees the formulation, interpretation and implementation of applicable personnel policies and procedures, ensuring adherence to District, state and federal policies, laws, collective bargaining agreement and regulations.
- Maintains knowledge of industry trends and employment legislation and ensures compliance.
- Investigates complaints or concerns and develops appropriate courses of action based on the investigation results.
- Facilitates a wide variety of informational meetings, workshops, training or seminars, including but not limited to New Employee Orientation, benefits workshops, retirement, and staff health.
- Processes recommendations for termination of employees, assembles substantiating information for discipline of employees, and arranges any developments and events; and seeks legal counsel as necessary.
- Facilitates, co-facilitates, or advises on District committees and projects including, but not limited to: Health Insurance, Personnel/Finance, Policy, evaluations, etc., with unions, employees, trustees and community.
- Develops and maintains a system for personnel and medical records for all employees, in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotion, etc.
- Prepares, maintains, and assesses statistical data on administrative, certified, and classified personnel and is responsible for submission of required local, state, and federal personnel surveys, and reports.
- Plans, organizes, and represents, as assigned, the District in fact-findings, arbitration, and representation cases heard before public commissions or other bodies.
- Establishes long-range personnel and manpower plans.
- Works directly with the Business office on employee wages, benefits, leaves, and termination processing.
- Coordinates and distributes recruiting materials in cooperation with supervisory staff members; makes timely announcements of dates to be observed by applicants and employees to comply with legal requirements.
- Provides a wide variety of complex communications to include all levels of employees, in regard to benefits, wages, state and federal laws, and general contract provisions.
- Acts as the District Title IX/EEO officer.
- Acts as official designate of the Superintendent, as assigned, at appropriate stages of grievance or other procedural matters.
- Participates as an active member and attends meetings of the Administrative team, Board of Trustees, and others.
- Other duties as assigned by the Superintendent.
Knowledge, Skills and Abilities:
- Knowledge of theory, principles, practices and techniques of human resource administration.
- Knowledge of state and federal law, board policies, and education statutes that relate to human resources and labor relations.

Minimum Qualifications:
- Bachelor's degree in business or public administration, or education; OR,
- Bachelor's degree in a related field and minimum of six years of progressively responsible human resources experience; OR,
- Master's degree in business or public administration, or educational leadership; OR
- Master's degree in a related field and minimum of four years of progressively responsible human resources experience;
Preferred Qualifications:
- Recent experience in human resources and labor relations in the public sector environment.
- Recent experience working in a school setting or school district office.
- Professional (PHR) or Senior Professional Human Resources certification (SPHR).
- Society of Human Resource Management (SHRM) certified (SHRM-CP or SHRM-SCP).
Physical Demands:
- Ability to stand on feet for extended periods of time, stoop, bend, lift and carry items up to 40 pounds.
