Overview:
The Human Resources Manager plays a pivotal role in ensuring the district delivers on its mission and vision by fostering a safe, equitable, and inclusive environment through all human resources practices and initiatives. This includes but is not limited to recruitment, hiring, retention, and employee relations functions that prioritize equity and diversity. Additionally, the Manager will collect and analyze data to inform decision-making and measure progress towards achieving the mission and vision.
Under the direction of the Assistant Superintendent, the Human Resources Manager is responsible for the development and administration of personnel programs of the district, including staffing recruitment, hiring, retention, orientation, administration of employee relations functions, and employee contracts.

Under the direction of the Assistant Superintendent, the Human Resources Manager is responsible for the development and administration of personnel programs of the district, including staffing recruitment, hiring, retention, orientation, administration of employee relations functions, and employee contracts.
Responsibilities:
- Establish and implement annual action plans related to the Human Resource function, ensuring alignment with the mission and vision of the district.
- Assist in developing the district wide staffing plan with a focus on equity and inclusion.
- Monitor FTE allocations and postings to ensure budget accountability while prioritizing diversity and equity in hiring practices.
- Coordinate the application, recruitment and selection procedures for all staff to ensure a sufficient pool of qualified, diverse applicants.
- Coordinate all District leave programs, including leave identified in the Employee Handbooks, state/federal FMLA, worker's compensation and accommodations per the ADA, ensuring equitable access and treatment for all employees.
- Investigate and resolve discrimination, harassment, and employee misconduct matters, ensuring a fair and inclusive process.
- Coordinate the district's Employee Assistance Program, providing resources and support to employees in need.
- Maintain updated job descriptions, negotiated agreements and Human Resources related policies and procedures, ensuring alignment with the district's mission and vision.
- Assist administrators with managing employee performance difficulties, providing support and guidance in accordance with equitable practices.
- Provide new staff orientation on District Human Resources and operational policies and procedures, emphasizing the importance of equity and inclusion.
- Assist in the development of employee compensation models that prioritize fairness and equity.
- Assist in the administration of benefits in compliance with state and federal laws and regulations, ensuring equitable access for all employees.
- Supervise and evaluate employees under direct supervision, fostering a culture of growth and development.
- Attend all Board of Education meetings and committee meetings as designated by the Assistant Superintendent of Business, Operations and Human Resources.
- Attend other meetings as required.
- Perform other related duties as directed by the Superintendent, always striving to further the district's mission and vision.
Qualifications:
Experience and Training:
- Baccalaureate Degree in Human Resources, Management or related field is required.
- A minimum of 2-3 years of significant, progressively more responsible human resource experience is required; HR experience in a school district is preferred.
Knowledge, Skills, and Abilities:
- Knowledge of federal, state and local laws and regulations impacting the human resource function, with a focus on equity and inclusion.
- Knowledge of current HR theories, standards and measures, with an emphasis on promoting diversity and equity.
- Ability to utilize analytical problem solving and conflict resolution techniques, prioritizing fairness and inclusion.
- Ability to work effectively and collaboratively with staff from diverse backgrounds, fostering a culture of respect and understanding.
- Ability to communicate effectively orally and in writing, advocating for equitable practices and policies.
- Ability to maintain confidentiality of sensitive information, ensuring trust and transparency in all interactions.
- Ability to establish and maintain effective relationships, building a supportive and inclusive work environment.
