Nature of Work
Under the general work direction of the Administrative Services Director/Assistant City Manager, is responsible for managing the Human Resources Division. Serves as an active and engaged leader to create a work environment which promotes the best possible public service. Performs a wide variety of human resources duties including: recruitment and retention, employee relations, labor relations, employee benefits, performance management, classification and compensation, policy administration and management, training and development, risk management and oversight of safety programs. Supervises the HR Staff and prepares the HR budget.
HOURS

Standard business hours (Monday-Friday, 8:00 AM - 4:30 PM), but may vary. Flexible work schedule option available.

Job Duties
Essential Duties
  • Leads and oversees innovative recruitment and retention strategies, including the on-boarding and off-boarding process of all positions in order to attract, retain, lead and manage the City's increasingly diverse workforce.
  • Coordinates efforts to ensure Richfield is an equitable, inclusive and respectful organization and supports equity initiatives for the City. Provides consultation to departments on equity strategies and initiatives related to human resources and shares best practices.
  • Administers the City's A Workplace Accident and Injury Reduction Plan (AWAIR) program ensuring that the work environment is safe, and promotes employees' health and wellness by championing the City's THRIVE wellness program.
  • Directs and leads labor management relations to maintain sound relationships with organized employees.
  • Sets negotiation strategy and serves as lead negotiator during contract negotiations, provides arbitration support and administers the City's labor union contracts.
  • Handles highly confidential materials and information.
  • Provides day-to-day performance management guidance on human capital matters to all levels of management and employees including but not limited to coaching, counseling, career development, progressive discipline and disciplinary actions up to and including separation of employment. Provides recommendations for employee disciplinary issues.
  • Provides consultation to employees and management on complex employee issues including but not limited to allegations of misconduct, reasonable suspicion drug and alcohol testing, fitness for duty examinations, ADA accommodation requests, leave of absence inquiries, investigative procedures, identifying legal risks associated with actions or non-action, etc.
  • Leads investigations into allegations of misconduct and/or policy violations and provides recommendations to the Assistant City Manager and City Manager.
  • Coordinates city's annual open enrollment process andadministers the city's employee benefits package including, but not limited to: health, dental, life, short term and long term disability insurances.
  • Supervises the various insurance and risk management programs, including completing annual property and liability insurance applications, processing endorsements, managing all claims and keeping all appropriate records.
  • Oversees various components of the City's workers' compensation insurance and claims.
  • Completes or reviews required reports, surveys, etc. (i.e. pay equity, OSHA 300, comp worth) and monitors compliance and applies best practices in human resource policy and practices.
  • Oversees the administration of all leave management programs of the City including FMLA, Short Term Disability, Paid Parental Leave, COVID leave, etc. in accordance with all laws and regulations.
  • Develops and administers city policies.
  • Coordinates all employee training opportunities and leads organizational development efforts.
  • Reviews requests for employee reclassifications, new position requests, and assigns compensation levels to all positions within the City, for approval by the City Manager.
  • Keeps city leaders and employees informed through proactive communication.
  • Conducts project research, including salary comparisons.
  • Prepares various memorandum, reports, agendas, minutes, legal notices, council letters, resolutions and other documents.
  • Supervises and evaluates performance of human resource division employees.
  • Prepares the annual human resources division budget.
  • Participates in HR-related organizations to collaborate with other local government peers.
  • All other duties as assigned.

COMPETENCIES
  • Demonstrates knowledge of municipal government and the budget process.
  • Demonstrates thorough knowledge of applicable state and federal laws, rules and regulations related to labor relations, and PELRA, FLSA, COBRA, FMLA, ADA, HIPPA, etc.
  • Demonstrates knowledge of public sector human resources' practices and procedures and the ability to apply them.
  • Demonstrates knowledge of risk management, including various types of insurance coverage.
  • Demonstrates knowledge of typical public sector employee fringe benefits and their administration.
  • Demonstrates an ability to accurately comprehend, interpret, analyze and explain complex information.
  • Demonstrates an ability to establish and maintain effective working relationships with others.
  • Demonstrates an ability to communicate effectively both orally and in writing.
  • Demonstrates an ability to exercise sound judgment to objectively define, investigate, and resolve problems/conflicts.
  • Demonstrates an ability to respect and maintain confidentiality of sensitive information, issues, and projects; maintain compliance with the Data Practices Act.
  • Demonstrates an ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.
  • Demonstrates proficiency using Microsoft Office and HRIS systems.

Qualifications
MINIMUM QUALIFICATIONS
  • Bachelor's degree.
  • Must have at least four years of progressively responsible experience in human resources including staffing, performance management, employee relations, compensation, benefits, training and project management.

PREFERRED QUALIFICATIONS
  • Master's degree in public administration, business administration, human resources or closely related field.
  • Public sector experience.
  • NEOGOV experience.
  • HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
  • Supervisory experience.
  • Fluency in a second language and/or experience working with diverse communities.
