Description

Are you a Human Resources professional seeking to work for an agency who values their employees and the community it serves? The City of Campbell is looking for a Human Resources Representative to join its dynamic team in the City Manager's Office.

The Ideal Candidate:
We're looking for a motivated and customer-service oriented HR generalist who is eager to apply their knowledge and experience in providing superior customer service to the City of Campbell employees. This candidate should be a master of organization, have the ability to be focused and be skilled at multi-tasking. They should be able to handle deadlines and structure while maintaining flexibility. The ideal candidate should be able to work both independently and as a collaborative team player.

The Position:

Under general supervision, performs a variety of paraprofessional, technical and administrative support work in one or more specialized areas of Human Resources, including but not limited to: recruitment and selection, classification and compensation, risk management, benefits, employee and labor relations, volunteer services functions, HRIS, training and organizational development; and performs related work as required.

Example of Duties

Typical duties will include, but are not limited to:
  • Coordinates the City's benefit and wellness program, including coordinating and monitoring paperwork related to COBRA, DOT pull notice, CalPERS, and other programs;
  • Monitors, audits and processes employee compensation and benefit data;
  • Disseminates and maintains employment and benefit information;
  • Processes personnel transactions for employees from initial employment through separation and retirement;
  • Processes leave requests, sends correspondence, audits medical certification, tracks leave of absence and disability, coordinates return to work;
  • Coordinates general human resources training, including new hire orientation, brown bag seminars, Health and Benefits Fair, retirement workshops, and exit interviews;
  • Recruits and places volunteers within City programs and maintains related records;
  • Plans and coordinates the volunteer recognition program;
  • Responds to and conducts surveys related to HR and labor relations issues;
  • Provides information to employees and the public as appropriate regarding wages, benefits, personnel procedures, employment opportunities, and claims procedures;
  • Assists in coordinating City's Workers' Compensation program, including maintaining logs and records, filing and monitoring forms, compiling various statistics, and maintaining liaison with third party administrator;
  • Interprets Rules and Regulations, contracts, policies and procedures, and applies such interpretation in the performance of assigned responsibilities;
  • Monitors the employee performance evaluation process, tracking evaluation dates and sending out reminder notices, sending out and monitoring notices for salary increases;
  • Assists in maintaining personnel files and confidential records;
  • Performs routine administrative duties;
  • Verifies personnel action documents related to employee status changes, including new hires, salary changes, promotions, transfers, separations and inputs data into the HRIS system;
  • Proofreads and checks typed materials and reports for clerical and mathematical accuracy, completeness and for compliance with established standards and procedures;
  • Maintains the Human Resources web page on the City's website;
  • Coordinates with Finance to maintain the City's authorized positions report;
  • Assists in aspects of recruitment and selection including arranging for examinations, establishing testing schedules, securing test sites and materials, arranging for raters, placing advertisements, tracking applicant paperwork, scheduling interviews, preparing and processing oral board materials, screening employment applications, sending out notifications;
  • Assists in the development and revision of human resources documents, procedures, policies, and forms;
  • Builds and maintains positive working relationships with the public, coworkers and other City employees using principles of exceptional customer service, honesty, respect and ethical behavior; and
  • Performs other related duties as assigned.

Qualifications

Education and Experience: Equivalent to completion of an associate of arts degree in Human Resources, business administration or closely related field, plus three years progressively responsible experience in Human Resources or closely related function. A Bachelor's Degree in Human Resources Management, Business Administration or closely related field may be substituted for up to one year of the required experience.

Possession of: Valid California Driver's License or the ability to provide alternate transportation as approved by the appointing authority.

Knowledge of:
  • Principles and practices of effective customer services;
  • Applicable federal, state, and local laws, codes and regulations related to areas of assignment;
  • Human Resources practices and procedures;
  • Recruitment and testing methods and practices;
  • Principles of benefits administration;
  • Recordkeeping and record retention systems;
  • Operations and functions of City government and relevant laws and regulations affecting human resource administration;
  • Human resources information systems programs;
  • Classification and compensation plans, modern office procedures, methods and computer equipment;
  • Basic report preparation and English usage, spelling, grammar and punctuation; basic statistical and mathematical methods.

Ability to:

  • Work independently and use good judgment when dealing with sensitive issues;
  • Operate standard office equipment, HRIS System, and learn and operate new programs as required; including a personal computer;
  • On a continuous basis, sit at a desk for long periods of time;
  • Intermittently twist and reach office equipment;
  • Stand, bend, squat, kneel or twist while using keyboard to communicate through written means and enter/retrieve data from computer; and
  • Lift and/or carry weight of 10 pounds or less.

  • Retirement: CalPERS - Formula dependent on hire date and member status in CalPERS. Please see our for more information.
  • Health Insurance: Effective January 1, 2024, the monthly Cafeteria Plan Allowance will be based on selected level of coverage, as follows: Employee Only Coverage: $986.84; Employee Plus One Coverage: $1,973.68, Employee Plus Family: $2,565.78 to use towards a CalPERS medical plan or cash out opt: $750/month.
  • Vision/Dental Insurance: The City pays the monthly premium for employees and their eligible dependents through VSP and Delta Dental.
  • Deferred Compensation: City contributes $55 per pay period Mission Square Retirement 457 Plan available
  • Flexible Spending Account (FSA): City will contribute $30.76 to a FSA which can be used for IRS eligible medical or dependent care expenses. Effective the first pay period in July 2023, the City will increase the FSA contribution by $25 per period for a total of $55.76 per period. Effective the first pay period in July 2024, the City will increase the FSA contribution by $25 per period for a total of $80.76 per period
  • VEBA Plan (Voluntary Employee Benefit Association): City contributes $69.24 per pay period
  • Vacation: Accruals are based on length of service. Employees can earn 11-21 days of vacation based on years of service.
  • Sick: Accrued at an unlimited rate of 3.69 hours of sick leave per pay period.
  • Life Insurance: $50,000 + $50,000 AD&D Life Rate is .27 cents per $1,000: AD&D rate is .04 cents per $1,000
  • Long Term Disability Insurance: The plan provides for 2/3 of monthly base salary up to a salary maximum of $4,500 per month. The maximum benefit is $3,000 per month. Elimination Period is the first 30 days of each disability. City pays entire premium.
  • Holiday: Receive 10 paid holidays and 5.5 days of floating holiday.
