Description:
The Ministry of Labour Relations and Workplace Safety is recruiting an experienced Hygiene Specialist to assume the role of one of two technical leads within the Occupational Hygiene Unit in the Occupational Health and Safety (OHS) Division. This position will be responsible for promoting and enforcing compliance with The Saskatchewan Employment Act and The Occupational Health and Safety Regulations, 2020 as it pertains to the practice of industrial hygiene within the province of Saskatchewan.
Reporting to the Manager of Health Standards, this position provides provincial hygiene expertise to engineers, architects, health and safety specialists, abatement consultants, and workplace parties on occupational hygiene hazards and controls based on expertise, in-depth investigation, research and analysis. Critically reviews the work of staff and outside consultants in the area of occupational hygiene to provide direction, strategies and provincial standards to the Division on evaluation and enforcement procedures.
This position will lead and mentor other officers using evidence based techniques within the OHS Division to inspect workplaces, address complaints, investigate dangerous occurrences, and support the legal unit in the investigation of serious injuries and fatalities and may provide expert opinion on occupational hygiene issues for court matters; support workplace occupational health committees and worker representatives; educate and advise workers and employers on occupational hygiene matters; and help resolve disputes over occupational health and safety concerns.
The position will also develop and recommend provincial decisions to the Health Standards branch on standards, polices and protocols that require hygiene expertise, providing research and analysis regarding emerging needs and trends within Occupational Hygiene best practices in industry specific areas, developing background reports, and drafting regulatory legislation changes/updates to reflect changing practices. This may include chemical and biological hazards that are novel, new or where emerging information indicates that exposure levels are unacceptable. The position will represent the Division on provincial, interprovincial and stakeholder committees requiring OHS and industry expertise to ensure that the Division's mandate, legislation and policies are correctly applied and interpreted.
The ideal candidate will clearly demonstrate their advanced knowledge and experience by leading and mentoring other officers in inspections/investigations and lead in the development and monitoring of hygiene related safety improvement plans for targeted employers. You will bring experience gathering, understanding and analyzing large groups of data to provide alternatives and recommendations at a strategic level. You will have demonstrated ability to respond to conflicting, numerous and urgent demands for decisions on interpretation of regulations, policies, guidelines, provincially and nationally. You will have demonstrated success leading and managing discussions with senior stakeholder groups at a provincial and national level.
Typically, the knowledge required for this position would be attained by either:
A graduate degree in occupational hygiene and professional certification of a Certified Industrial Hygienist (CIH) along with significant experience working as an industrial hygienist in a regulatory role.
Or
An undergraduate degree in the Analytical Sciences and professional designation as a Registered Occupational Hygienist (ROH) along with extensive experience working as an industrial hygienist in a regulatory role. An equivalent combination of relevant education and experience may be considered.
