S3, Inc. is seeking an Information Functional Analyst 3 to support the Deputy Assistant of the Army for Defense Exports & Cooperation (DASA-DEC), in Arlington, VA.

Military experience is a plus. This is not a teleworking position.

This position is contingent on the award of a contract.

Job Description:

The Information Functional Analyst will be an expert in international agreements, negotiations, and technology co-development to support the DASA-DEC Consolidated Security Cooperation initiatives. The Info Analyst must have a working knowledge of International Agreements and negotiations, and requirements for experience in the co-development of new technology. The ideal candidate will have at least four years of experience in International Armaments Cooperation within the U.S. Government, providing critical analysis and support for international defense partnerships and collaborative technology efforts.

Responsibilities:
  • Conduct research and analysis on international agreements related to armaments cooperation.
  • Support the drafting, review, and negotiation of international agreements, ensuring alignment with U.S. Government policies.
  • Provide recommendations on compliance with legal, policy, and regulatory frameworks.
  • Assist in the assessment of emerging technologies for potential international collaboration.
  • Support the development of co-production and co-development initiatives with allied nations.
  • Monitor and analyze trends in international defense technology cooperation.
  • Contribute to the DASA-DEC Consolidated Security Cooperation initiatives by providing data-driven insights.
  • Coordinate with U.S. and foreign government entities on security cooperation programs.
  • Provide analytical support for international military sales, foreign comparative testing, and technology transfers.
  • Gather, evaluate, and synthesize data on international defense agreements and technology programs.
  • Prepare reports, briefings, and presentations for senior leadership.
  • Maintain databases and information repositories related to international security cooperation.


Qualifications:
  • Bachelor's Degree with four (4) years' experience in International Armaments Cooperation (IAC) with the US Government.
  • Have a strong working knowledge of international agreements, negotiations, and technology co-development in a defense and security context.
  • Have experience supporting the DASA-DEC Consolidated Security Cooperation or similar international defense initiatives.
  • Have a good understanding of U.S. and allied nations' defense acquisition policies, foreign military sales, and international technology transfer regulations.
  • Proficiency in data analysis, research methodologies, and report writing.
  • Have the ability to work with cross-functional teams, including military, government, and industry stakeholders.
  • Have experience with U.S. DoD security cooperation programs, including FMS, FMF, and ITAR regulations.
  • Have a background in defense technology assessment and international science & technology (S&T) collaboration.
