Winnebago Mental Health Institute (WMHI), located near Oshkosh, Wisconsin, is looking to hire a full-time Information Systems Comprehensive Specialist (IS Comp Specialist) to work Monday - Friday from 7:00am - 4:30 pm with some weekend and on-call hours to meet the needs of the facility. WMHI is a part of the Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) and is a psychiatric hospital providing quality mental health services to children, adolescents, and adults.

Position Summary

As an IS Comp Specialist, you will be responsible for the following duties:
  • Working closely with WMHI and Wisconsin Resource Center (WRC) management to determine technology and business needs.
  • Proactively identifying areas needing technical and process improvements.
  • Assisting in strategic planning in support of the overall identification, development, implementation, testing, and maintenance of information systems.
  • Creating project plans, and leading complex projects through to completion.
  • Working independently to research and resolve complex technical issues including diagnosing and problem resolution.
  • Working closely with the Security Office to ensure information security.
  • Performing quality end-user technical support services for desktop hardware and applications software.
  • Assisting and collaborate with BITS and the other facility staff to solve complex problems.
  • Participating in continuous improvement projects as assigned.

Salary Information

The starting pay is between $37.00 and $40.00 per hour (approximately between $77,000 and $83,200 per year), plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 07/03.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

All appointees will be required to complete a pre-employment health assessment including a TB screen prior to their start date.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have both of the following:
  • Experience providing technical support to a large, diverse campus environment (200+ users).
  • Experience managing network infrastructure or virtual server environment.
  • Troubleshooting or resolving system and application technical and performance problems.

Well-qualified applicants will also have one or more of the following:
  • Experience leading and completing medium or large IT projects.
  • Experience working in a healthcare or correctional environment.
  • Experience Managing a Voice over Internet Protocol (VoIP) telephone system or IP Camera system.
