Responsibilities include but are not limited to:

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS:Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.
Substitute EDUCATION for EXPERIENCE:A master's degree in computer science will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION:Two years of additional experience in computer programming, systems analysis, computer operations, business or public administration, statistics, research, or a related field will substitute for the education requirement.

Probationary Period

Responsibilities include but are not limited to:
- Provide technical assistance to information technology (IT) personnel and contract consultants in thedevelopment, implementation, and maintenance for the Public Health Information Systems Branch.
- Supervise branch staff responsible for maintaining application systems and provide liaison betweencustomers, support staff, and vendor staff.
- Initiate and review system specification for software changes.
- Conducts analysis of programs, policies,procedures, federal/state laws and regulations for automated procedures of support.
- Provide management assistance and project planning, design, development, implementation and maintenance ofsystems as well as cost and staffing needs.
- Promote the use of statewide information resource management guidelines and technology standards.
- Approve timesheets and leave requests.
- Other duties as assigned.
- Strong leadership skills, with the ability to guide and support teams in a technical support environment
- Prior experience gathering business requirements preferred
- Prior experience authoring process documentation preferred
- Preferred but not required: experience with health information exchange systems or immunization registrysystems
- Preferred but not required: Familiarity with KYID or other SSO solutions
- Proficiency in Microsoft Office programs
- Strong verbal and written communication skills
- Effective time management and organizational abilities
- Ability to work independently while fostering a team-oriented environment
