OATS consists of five specialized IT divisions and multiple information systems branches, each crucial tofulfilling our agency's mission. We tackle everything from health services systems to eligibility systems,application and development support, social services systems, and strategic services. Responsibilities include but are not limited to:
  • Provides technical assistance to information technology (IT) personnel and contract consultants in thedevelopment, implementation, and maintenance of the Electronic Records Information Systems Branch (ERISB)systems.
  • Supervises branch staff responsible for maintaining application systems and provides liaison servicesbetween customers, support staff, and vendor staff.
  • Initiates and reviews system specification for software changes.
  • Conducts analysis of programs, policies,procedures, federal/state laws and regulations for automated procedures of support.
  • Provides management assistance and project planning, design, development, implementation and maintenance ofcomputer systems as well as cost and staffing needs.
  • Promotes the use of statewide information resource management guidelines and technology standards andparticipates as a member of certain teams and committees.
  • Approves timesheets and leave requests.
  • Makes recommendations to branch manager regarding salary increases,promotions, training needs and other procedures of support.
  • Other duties as assigned.
Ideal Candidate Qualifications:
  • Strong leadership skills, with the ability to guide and support teams in a technical support environment
  • Preferred but not required: experience with health information exchange systems or immunization registrysystems
  • Preferred but not required: Familiarity with KOG or other SSO solutions
  • Experience working in a Help Desk or call center environment
  • Proficiency in Microsoft Office programs
  • Strong verbal and written communication skills
  • Effective time management and organizational abilities
  • Ability to work independently while fostering a team-oriented environment

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology or related field OR certification in an IT-related field.

EXPERIENCE, TRAINING, OR SKILLS:Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.

Substitute EDUCATION for EXPERIENCE:A master's degree in computer science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:Two years of additional experience in computer programming, systems analysis, computer operations, business or public administration, statistics, research, or a related field will substitute for the education requirement.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
