POSITION

Under general direction, assist with the workflow organization of divisions and functional areas within the Information, Technology, and Communications Department

TASKS
  • Assists the Director with achieving operational goals and objectives through the coordination or supervision of department staff;
  • Ensures reliability, security, and efficiency of citywide IT operations and communication networks, supporting various departments;
  • Assists in writing and creating IT policies and procedures;
  • Assists in managing IT and Communications budget, ensuring cost-effective use of resources;
  • Monitors and reviews project progress, coordinates schedules, and attends meetings;
  • Initiate large purchases or submit requests for primary equipment replacement, review contracts and invoices, and approve payments;
  • Writes management reports, researches information requests from the ITC Director, and prepares other items for the Director;


QUALIFICATIONS

Bachelor's degree from a four-year accredited college/university in Information Systems, Computer Science, or a closely related field AND four years of progressively responsible experience, including two (2) years of supervisory experience in an information technology structure in a business environment; OR an equivalent combination of education and experience. Possession of Information Technology certifications is desirable. Must possess and maintain a valid California Driver's License.

KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
  • Knowledge of applicable city, county, state, and Federal statutes, rules, ordinances, codes, and regulations governing information technology and communications; management and supervision principles; and of computer hardware, software, peripherals, and data processing systems;
  • Skilled in researching, gathering, and maintaining technical information; interpreting and applying relevant city, county, state, and Federal statutes, rules, ordinances, codes, and regulations governing information technology and communications; interpreting and applying administrative policies and regulations to communicate clearly and concisely orally and in writing;
  • Ability to exercise sound judgment in performing essential duties, effectively problem-solve day-to-day program-related needs, issues, and concerns; prioritize, delegate, and monitor staff work assignments; prepare well-organized and accurate documents such as reports, memos, and correspondence; identify needs of city staff and recommend computer systems.
  • Proficient in using work-related computer applications, including e-mail, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.


THE SELECTION PROCESS
Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process.
The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
