Position Description
About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
What you will do at Harris County Flood Control District:
Harris County Flood Control District (District) is seeking an experienced, motivated and resourceful leader for the role of Infrastructure Division Director.

The role entails providing strategic leadership and direction for maintaining and operating the District's properties and assets. This position is crucial in ensuring alignment with the District's mission to effectively manage and preserve its infrastructure, facilitating optimal functionality and sustainability.

Essential Functions and Duties:
Leadership and Management:
  • Directs and administrates division activities through subordinate department managers.
  • Assigns or delegates responsibility for specified work or functional activities, disseminates policy to department managers and ensures consistent application.
  • Gives work directions, resolves problems, coordinates program activities, and manages resources to ensure timely completion of work within scope and budget.
  • May initiate or authorize employee hiring, promotion, discharge, or transfer.
Planning and Coordination:
  • Reviews and analyzes reports, records, directives, and data while coordinating with district staff for maintenance program planning.
  • Ensures consistent administrative practices, proper reporting of work in progress, key performance indicators, and issues encountered.
  • Coordinates activities with internal divisions and district stakeholders, as well as external stakeholders, to ensure efficiency, economy, increased infrastructure resiliency, and sustainable operational practices.
  • Prepares reports and records on division activities for management.
Budget and Cost Management:
  • Monitors and analyzes costs and prepares the budget for long-range planned activities.
  • Process Improvement and Resilience Building
  • Evaluates current procedures and practices to develop and implement sustainable procedures and practices that promote greater resilience.
Collaboration and Communication:
  • Provides inter-divisional support.
  • Attends internal staff meetings and meetings with coordinating departments.
  • Attends after-hours meetings to communicate the District's programs to the public.
General Duties:
  • Performs other duties that may be added or changed as the course and scope of the job directs.

Requirements
Education:
  • Bachelor's degree from an accredited four-year college or university in civil engineering, construction management, architecture, or a similar technical-focused curriculum field
Experience:
  • Minimum of ten (10) years of progressively responsible, verifiable experience in managing field staff, delivering programs and projects, and/or public works field operations related to hydrology, stormwater management, and/or urban development.
  • Experience working with government agencies and their governing bodies.
  • Significant managerial experience over large groups of professional, technical, field, and administrative employees.
  • Experience in change management and program scaling for expanded services.


Licensure:
  • Valid Class "C" Texas Driver's License


Knowledge Skills, and Abilities:
  • Strong understanding of Federal, State, and local rules, regulations, and standards related to engineering and construction management frameworks.
  • Proficiency in using Microsoft Office applications (Outlook, Word, Excel, and Access).
