Summary
The Inspector General is accountable for the evaluation of internal controls and organizational structures, as well as determining the extent and quality of conformance with policies and procedures within the House. The IG provides executive management to the Office of Inspector General and its major areas of responsibility including the performance of Information Systems Audits, Management Advisory Services, Performance Audits, Financial Audits, Investigations, and internal OIG administration.

Duties
Essential Duties:Directs the mission and functions of the Office of Inspector General, including the supervision of approximately twenty-five (25) employees in executing the duties of the Office, which include, but are not limited to:
1)Providing audit, investigative, and advisory services to the House and other legislative branch entities in a manner consistent with government-wide standards including periodic audits of the financial and administrative functions of the House and other legislative branch entities.
2)Informing House Leadership and appropriate House Committees based as outline in House Rules concerning the results of audits, investigations, and advisory services.
3)Coordinating, compiling, and presenting an annual work plan for the Office of the Inspector General to the Committee on House Administration for approval.
4)Developing and recommending policies for activities that promote economy, efficiency, and effectiveness in the administration of House programs and operations; helping prevent and detect fraud and abuse in such programs and operations and ensuring compliance with laws and regulations.
5)Notifying the committees of jurisdiction and/or appropriate entities pursuant to House Rules.
6)Preparing reports of findings and developing briefings or executive summaries for presentation to the Committee on House Administration and testifying, upon request, before the Committee on House Administration.
7)Adhering to the additional duties of the Office of the Inspector General, as detailed by House Rule II.
9)Hiring, managing, evaluating, disciplining and setting compensation for staff of the Office of the Inspector General and ensuring staff compliance with all applicable House Rules and policies.
Skills and Knowledge Requirements:This position requires an accomplished audit professional who is technically qualified to ascertain, formulate, conduct and recommend policies, plans, and programs for audit, advisory, investigative services. Requirements include the following:
Working Conditions:
Work is based in Washington, D.C. and mainly performed in an office environment (i.e., while Telework may be permissible on a moderate basis, this is not a 100% Telework position.)
Supervisory Controls:
The Inspector General is subject to the policy direction and oversight of the Committee on House Administration. The Inspector General is appointed for each Congress by the Speaker of the House, the Majority Leader, and the Minority Leader, acting jointly.

Skills and Knowledge Requirements:This position requires an accomplished audit professional who is technically qualified to ascertain, formulate, conduct and recommend policies, plans, and programs for audit, advisory, investigative services. Requirements include the following:
- ability to successfully and thoroughly review computer/cyber security, operating systems, information systems, network hardware and software, information resources management;
- superior skill in performance of audits and investigations of the House and joint entities in order to evaluate the effectiveness of internal controls, personnel policies, the economy and efficiency of operations, and to detect and help prevent fraud and abuse in such operations;
- ability to provide advisory services to evaluate and recommend business process improvements using a risk-based approach. Specifically, this position requires extensive experience and knowledge of auditing; internal controls; information systems; data governance; management techniques; process improvement approaches; financial management activities; and human resources;
- ability to supervise, direct and administer the full complement of administrative support services for the Office of Inspector General. This includes quality assurance, contracting, training, information system management and general office administration;
- skill in establishing and maintaining effective working relationships with high-ranking officials and effective oral and written communications;
- ability to maintain a nonpartisan approach to all work produced by the Office of the Inspector General while operating in a political environment;
- skill in providing necessary organization, supervisory leadership, and motivation to manage the Office of the Inspector General;
- temperament to communicate with a variety of personalities in a tactful and professional manner; and
- excellent oral and written communication skills.
