Position Overview

The Division of Family and Community Services is seeking to hire a specialist to oversee Integrated Eligibility Systems (IES) Release Assistant. This position organizes, plans, executes, controls, and evaluates the review, testing and analysis of the operation of the IES Ticket program; evaluates the process of monitoring Integrated Eligibility Systems (IES) release dates and tickets contained therein and flow of release timing; monitors and tracking of tickets including defects, enhancement requests, research items, and data fixes to ensure proper approval is received and tickets closed; identifies delays in processing, informs management of delays in ticket flow and expected receipt of tickets for preparation in ticket design, testing and release assignment; identifies Subject Matter Experts (SME's) that assist in field prioritization of defects and enhancements and assists in final prioritization for release grouping; reviews and creates reports related to tickets to analyze life cycle of tickets; receives, reviews, and maintains change management documentation; and assists in the development of program management processes, JIRA updates as well as schedules affecting production and weekend IES access.

Essential Functions

  • Serves as an Integrated Eligibility Systems (IES) Release Assistant.
  • Assists in identifying and routinely meets with Subject Matter Expert (SME)s regarding pending defect and enhancement tickets to determine field level priority.
  • Receives and assists in reviewing, monitoring, and maintaining change management data from vendor regarding tickets and their impact to current and improved IES functionality.
  • Assists the Integrated Eligibility Systems (IES) Release & Change Management Program Coordinator.
  • Monitors daily, weekly, monthly production hours and advises management on weekend hour needs and availability.
  • Performs other duties as required or assigned which is reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization OR completion of an agency approved professional management training program.


Preferred Qualifications

  • Two (2) years of professional experience analyzing problems and providing clear instructions on policy, technical changes, and system design.
  • Two (2) years of professional experience organizing and multi-tasking in a high-volume setting.
  • Two (2) years of professional experience utilizing software tools such as JIRA, Outlook, Excel, Word, and WebEx.
  • Two (2) years of professional experience analyzing administrative problems and adopting an effective course of action.
  • Two (2) years of professional experience working with the principles and practices of public and business administration and change management.
  • Two (2) years of professional experience developing and managing a small agency function program for a public or private organization.


Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to work overtime and/or outside of regular business hours.
