Duties -DUTY 1: Oversees, plans, prepares, and conducts intelligence training for intelligence personnel. Uses desktop/laptop computer hardware/software applications to collect, disseminate, and support intelligence operations. Analyzes, disseminates, and exploits intelligence derived from target network communications. Performs detailed analysis to reveal target network communications nodes, structures, operating procedures, and mediums for additional exploitation. -DUTY 2: Exploits network intelligence information to develop communications structures for targeting exploitation and situational awareness. Analyzes intelligence information through research and assessments to determine adversarial actions and intentions. Drafts and disseminates long-term and time-sensitive intelligence reports to consumers worldwide. -DUTY 3: Serves as the unit authority on all aspects of internal intelligence training. Works with the Intelligence senior ART/program manager or other team members in planning and organizing an intelligence program that provides timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. -DUTY 4: Participates with the intelligence program manager in the establishment and management of the unit intelligence mobility program. Provides recommendations to the Unit Mobility Officer with intelligence information concerning the deployment location and advises on special security requirements for deploying sensitive material and equipment. -DUTY 5: Supports the intelligence program manager in planning and organizing an intelligence program that has the capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. Plans, develops, and manages work schedules for intelligence activities during all phases of unit operations, i.e., Unit Training Assemblies (UTA), Annual Training (AT), and unit deployments. -DUTY 6: Represents the unit regarding intelligence program policies, procedures and issues. Attends and participates in conferences, meetings and workshops as required, providing information or briefings on designated intelligence issues or topics. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing. * Incumbent may be required to fly in military or commercial aircraft to perform temporary duty assignments * This is an Air Reserve Technician (ART) position. Incumbent's regular assignments are primarily ART duties; however, incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. * Incumbent must meet and maintain Air Force Reserve requirements. Work schedule will be aligned to permit full participation in unit training assemblies. * Individual may be required to work uncommon tours on short notice. * Performs other duties as assigned. * This is an Air Reserve Technician (ART) position. Applicant must be a current Air Force Reserve member, or willing, or eligible to join the Air Force Reserves. Qualifications *********THIS IS AN AIR RESERVE TECHNICIAN (ART) POSITION*********** ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF) Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. 1N071 - MSGT (E7) This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Must have knowledge (as would be acquired through a pertinent baccalaureate educational program or equivalent in work experience) of: theory of radio communications or IP network communications procedures; analytical techniques; organization of the national intelligence structure; organization of designated military forces; geography; reporting principles and procedures; effective writing principles; directives for handling, disseminating, and safeguarding classified defense information; the principles, concepts, and methodology of the intelligence career field such that it permits independent performance of recurring assignments that are somewhat complex; a practical knowledge of a wide range of analytical principles, concepts, and practices relevant to the intelligence career field typically gained through work experience. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge is mandatory of: theory of radio or IP communications procedures; analytical techniques; organization of the national intelligence structure; Electronic Warfare; organization of designated military forces; geography; reporting principles and procedures; effective writing principles; and directives for handling, disseminating, and safeguarding classified defense information. 2. Broad knowledge of military structure, political affairs and history regarding assigned area when analyzing intelligence data. 3. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to or problems for program operations. 4. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources and the ability to establish and maintain good relationships with individuals and groups within the office, as well as outside the immediate work unit. 5. Ability to critically evaluate sources of information and establish validity of facts and the ability to communicate effectively, both orally and in writing, under both normal and high stress conditions associated with emergency situations. 6. Knowledge of and ability to develop intelligence career field training programs and conduct training and testing. CONDITIONS OF EMPLOYMENT CONT'D: 1. The incumbent must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
