The City of Richmond Office of the Inspector General is seeking a highly qualified candidate to fill the position of Internal Audit Manager. In this role, the incumbent is tasked with providing full oversight of the programs, daily functioning, and operations of the department investigators. The aspects of this position are broad in range which entail audits, public trust and integrity efforts, agency compliance, and promoting respective ethical standards. Providing highly professional and complex auditing and investigation services to the City's agencies, departments, and programs. The position is responsible for overseeing, planning, coordinating, and conducting internal audits and investigations in accordance with current professional standards and providing recommendations to improve City operations. The position also provides professional, independent consulting services to City agencies and departments. The position will report the results of audits, investigations, research, and analyses through reports and presentations, both orally and written

Duties include but are not limited to
- Planning, directing, prioritizing, and supervising all investigation activities related to criminal fraud, abuse of public trust, employee/ contractor turpitude, and misconduct
- Performing highly sensitive investigations and/or directing staff who are assigned to sensitive investigations
- Establishing, developing, and evaluating the effectiveness of OIG programs and operations
- Collaborating and cooperating with prosecuting and law enforcement agencies as appropriate
- Identifying, investigating, and recommending corrective actions associated with adverse findings resulting from investigations
- Supervising employees and providing oversight of employee activities, performance, and development
- Summarizes, analyzes, and arranges resulting documentation and other evidence for review by the Inspector General
- Participates in City Council initiatives and meetings with management.
- Determine the sufficiency of evidence gathered and the admissibility of all pertinent data in each case to support criminal or civil action.
- Assist and/or supervise in the drafting of civil investigative demands requesting documentation and information
- Supervise and/or conduct complete and thorough interviews with employees, contractors, citizens, etc., to obtain factual statements and leads of suspected fraud, waste, or abuse.
