The Internal Audit Program Manager will develop, direct and execute a comprehensive enterprise-wide internal auditing strategy, function, and practice adhering to auditing and industry standards and regulatory requirements. This role ensures the implementation of internal controls, risk management processes and auditing governance framework and procedures to attain long-term auditing objectives. The Internal Audit Program Manager will engage with business partners across the enterprise and will direct the project, teams, and tasks required to produce the risk assessments, annual audit plans and prepare audit reports with recommendations for enhanced controls or processes as needed. The incumbent will also perform some internal audits. This role will report directly to the Bank's Audit Committee.

COMPENSATION
The posted pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role but may include ranges from the different geographies where this position may be based. New employees' starting pay is usually from the start of the range to approximately 25% of the max, more qualified and/or experienced employees may start near the middle of the range for their geography. We may ultimately pay more or less than this range.
Compensation for our organization is based on factors that include the role, required knowledge, skills, abilities and competencies, and candidates' relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. Our pay ranges are based on national living wage indexes, such as MIT's living wage index, to enable us to pay our employees beyond what are standard practices for many employers, and also take into account geographically-specific recent compensation market survey data for each position.

ESSENTIAL DUTIES
Auditing Strategy and Execution
- Develops, directs and executes a comprehensive Bank-wide internal auditing strategy, function and practice adhering to auditing and industry standards and regulatory requirements. Ensures that the audit plan addresses key risk areas, emerging issues and improvement opportunities.
- Establishes and maintains strong relationships with external stakeholders, such as regulators, external auditors, vendors, etc.
Cross-Functional Engagement
- Engages with other functions across the Bank such as Finance, IT, Compliance, Deposit Operations, business lines, etc. to effectively facilitate audits.
Governance Framework
- Implements the auditing governance framework and procedures set by the Audit Committee to attain long-term auditing objectives.
- Provides training and guidance to Board and management to ensure understanding of framework and objectives.
Audit Coordination and Reporting
- Provides direct and indirect oversight of the projects, teams and tasks required to produce annual audit plans.
- Coordinates with auditors to facilitate audit processes, including the planning, execution, review and follow-up on audit findings.
- Ensures that audit recommendations are tracked and implemented, and any issues are resolved in a timely manner.
- Prepares clear, concise and actionable audit reports and recommends enhanced controls or processes, as needed.
Perform Internal Audits
- Performs independent audits following procedures to ensure adequate scope coverage and testing the design and operation of controls, which mitigate risks relevant to the Bank.
Risk Management
- Identifies, assesses, and manages risks related to financial reporting, internal controls, and compliance.
- Provides regular updates to the Board's Audit Committee on risk management activities and any significant findings.
Internal Controls
- Develops, implements, and maintains effective internal control systems to safeguard the Bank's assets and ensures the integrity of reporting.
- Reports on the effectiveness of internal controls and any deficiencies identified during audits.
Regulatory Compliance
- Stays informed about changes in regulatory requirements and ensures that the Bank complies with all applicable laws and regulations.
- Provides updates to the Board's Audit Committee and Bank management on compliance matters and any potential risks and improvement opportunities.
Policy Development
- Develops and updates policies and procedures related to financial reporting, internal controls and compliance.
- Ensures that policies are communicated to relevant stakeholders and are consistently followed.
Audit Committee Support
- Provides support to the Board's Audit Committee including assisting with the preparation of agendas, gathering and posting meeting materials to Board Books.
- Ensures Audit Committee members have the information necessary to make informed decisions.
- Establishes and maintains a strong relationship with the Audit Committee.
Training and Development
- Provides training and development opportunities for Bank employees and Board members to enhance their understanding of risk management related to financial reporting, internal controls, and compliance.
- Ensures both Bank employees and Board members are aware of their responsibilities and equipped to fulfill their roles effectively.

POSITION REQUIREMENTS
Minimum Qualifications
- Bachelor's degree in business administration, finance, accounting, or related field.
- Seven (7) years of relevant experience in internal audit, banking, or risk management.
- Proven track record of leading audit projects, including the management of external project support.
- Extensive knowledge of banking regulations, including those from regulatory bodies like the FDIC, Federal Reserve, OCC, etc.
- Prior experience supporting an audit committee.
- Experience successfully managing multiple, concurrent tasks and projects with a high-level of professionalism, confidentiality, timely turn-around, and client services.
- Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA).
Preferred Qualifications
- Master's Degree or equivalent.
