Job Announcement
This position supports the Circuit Court's communications/web-based operations, training initiatives, special projects and information management. Analyzes functions around internal and external partner communications, keeps records of online communications and performance metrics. Plans, initiates, and develops content for the Circuit Court's internet, intranet, social media, print, and other communication platforms.
Implements Circuit Court online communications strategy by conceptualizing, researching, designing, writing, editing, coordinating, verifying, and evaluating public information published online and through other communication channels. Independently utilizes the county's public web content management system, SharePoint, PowerApps, Nintex, HTML, Python, Adobe, Canva, Microsoft Office, Drupal, and other programs to develop and maintain content on the agency's internet and intranet sites; provides primary oversight and direction of the agency internal website and public webpage. Implement new media projects and produce multimedia productions to support Circuit Court communication plans that may include video, audio and/or online productions. Consults with agency program areas, posts content to the agency's intranet site and develops online collaborative workspaces.
Analyzes online metrics to inform intranet/internet communications planning. Contributes to the county's web metrics program. Reviews online content to ensure accuracy and accessibility compliance. Collaborates with Court IT section, Department of Information Technology and Office of Public Affairs and other Judicial agencies to stay informed of online and public information communication requirements and trends. Analyzes the development of online training curricula; assesses agency and unit's IT needs and recommends enhancements/process changes related to their business operations; develops general guidelines and policies for the development and regulation or organizational data automation; coordinates acceptance testing and develops and conducts user training; coordinates efforts with all concerned parties and with the appropriate information technology staff; responds to general information and research requests from agency staff, government officials, clients, media and the public.
Develops and maintains a thorough understanding of the services and programs provided by Circuit Court; serves as IT security coordinator; and performs other duties as required.

Provides operational, technical, and administrative support to the county Internet and intranet activities, to include website application and page development, server support, administration and configuration;
Installs, configures, supports, and maintains web and applications servers;
Researches, evaluates, tests, and recommends new server operating systems and application software;
Analyzes, designs, develops, and supports web-based applications for both Internet and intranet environments, including needs assessments, programming, testing/acceptance, training, security, performance, and ongoing support;
Develops Internet/intranet pages, sites, and applications using software applications such as Adobe, Acrobat, ASP, HTML, etc.;
Analyzes integration of the Internet/Web technology with existing or new enterprise applications, databases, client/server systems, and other platforms;
Provides assistance to departments and agencies for analysis and development of their own Web-based applications and provides training as required;
Analyzes, designs, develops, and supports page and site design for Internet and intranet
environments following established standards in HTML and website using Internet development tools;
Maintains Web pages and sites, including periodic updates to content and appearance as necessary;
Develops guidelines for page and site design and configuration;
Applies DIT Lifecycle development methodology;
Maintains a working knowledge of Internet/intranet software applications;
Researches and evaluates new Internet-related technologies to determine applicability to county initiatives and projects;
Obtains and maintains reports access and performance statistics using site analysis tools;
Documents sites as they are developed;
Provides required training;
Develops and maintains relationships with other organizations that have websites;
Provides assistance to other staff as needed;
May provide training, guidance, and assistance to less experienced architects;
Applies approved standards to Web-based content and applications.

Completion of an associate degree with course work in computer science or graphic arts; plus Internet/intranet experience that is demonstrated by the completion of at least two projects using platforms and technologies listed in the preferred qualifications section of the job announcement, or two years of ongoing Internet/intranet development or support tasks. An industry recognized certification may be substituted for some of the experience that is required.
