MISSION:
It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.
JOB PURPOSE:
Under general supervision of the Director of Investigations and the Director of Public Safety, serves as the Investigations Captain responsible for management of all phases of internal investigations and ensuring processing of all applicable cases.
JOB RESPONSIBILITIES:
Provides supervision and management of all functions of the Internal Integrity area (investigations, camera surveillance, event reporting), including supervision of the internal integrity investigators.
Serves as lead support for criminal investigations as needed.
This includes timely and accurately processing of cases utilizing modern law enforcement techniques and procedures.
Ensures staff are appropriately trained with utilization of current investigative tools and adequate knowledge, skills, and abilities to effectively perform job functions, and timely completion of employee's EPMS.
Serves as a member of the division's leadership team.
Ensures and maintains a high level of credibility, confidentiality, integrity and professionalism at all times.
Plans, organizes and directs the internal investigative operations within the Division of Investigative Services. This includes reviewing, editing and approving all Internal Integrity Investigator's cases and reports for accuracy, thoroughness, grammar and punctuation to ensure a fair and professional investigation was conducted.
Ensures cases are appropriately assigned and monitored. Ensures reports are timely, clear, concise and comprehensive.
Provides secondary oversight in the review of all Criminal Investigator's cases based on provided operational procedures.
Reviews internal process and procedures to ensure functioning system workflows.
Serves as the lead for investigative case management reviews.
Conducts monthly case management reviews with each Internal Integrity Investigator and with criminal investigators upon request.
Establishes a standardized case review process for updates with Executive Leadership, to include the Chief of Public Safety and Public Safety Major as well as the Inspector General or other agency executive leadership, as necessary.
Ensures the Office of Human Resources and Legal Services are consistently updated regarding case status and finalized reports.
Ensures Office of Public Information receives updated information, as applicable based on agency operating procedures.
Conducts internal quality assurance measures by reviewing all videos relating to use of force, physical abuse and other-related investigations.
Ensures case-related video surveillance are appropriately cataloged and stored.
Ensures management and operations of the event reporting system as it relates to internal integrity case processing.
Assists Public Safety to include, but not limited to providing safety of staff, youth and visitors, while maintaining law and order.
Responds to emergencies, protects property, patrols assigned areas, and assists with any other Class I responsibilities.
Performs other duties and projects as assigned to support the division and mission of the agency.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS:
A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.
Certification by the Law Enforcement Training Council (LETC) in accordance with SC Code of Laws and valid driver's license.
ADDITIONAL REQUIREMENTS:
Knowledge of agency's mission, policies and operations.
Knowledge of proper law enforcement techniques including interviewing, adolescent development and behavior, administrative and management principles.
Ability to interpret and apply rules and regulations.
Ability to plan, organize, and direct administrative activities and staff.
Ability to manage work and provide guidance to employees.
Ability to make presentations and prepare reports.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively and concisely both orally and in writing.
This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice. The employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.
This essential position is required to report to work outside of normal business hours; to include nights and weekends, emergency and hazardous situations.
For extended periods of time, must be able to perform basic physical functions such as walking, standing, sitting, bending, etc.
Travel may be required.

A bachelor's degree and relevant program and supervisory experience.
