The Wisconsin Department of Veterans Affairs (WDVA), Division of Enterprise Services, has an opening for an IS Business Automation Consultant/Administrator to serves as the project manager and business process expert for information technology (IT) acquisition and management.

This position is headquartered at the Wisconsin Revenue Building , situated conveniently off the Beltline just five minutes from Downtown Madison. The position works under a flexible hybrid remote work schedule with the option to alternate time in the office with remote work.

Position Summary

This position serves as the project manager and business process expert for IT system acquisition and management. The incumbent is responsible for leadership and coordination in the procurement, tracking and supplier management of IT systems, services and products including ongoing updates, maintenance, repairs, support, and licensing.

This position represents the department on multi-disciplinary capital project teams and provides advanced technical assistance in acquisition and ongoing purchasing related to IT systems, services, and products. The position will act as liaison with other state agencies, suppliers, purchasing agents, and IT and business area subject matter experts.

The incumbent will research and recommend alternatives and improvements for WDVA's complex and customized healthcare and benefits administration automated systems. Duties include conducting studies and reviews of automated business process functions, and preparing records and reports of IT systems, licenses, and assets as well as managing and recommending lifecycle replacement schedules, and leading efforts to troubleshoot, adapt, improve and re-engineer business process with suppliers.

Salary Information

The starting salary for this position is between $40.00 - $53.54 an hour ($83,200 - $111,363 annually). The IS Business Automation Consultant/Administrator classification is in pay schedule and range 07-32.

Salaries are dependent on candidate qualifications. Compensation for current and eligible former State employees may vary and will be set in accordance with the State Compensation Plan.

Job Details

This position is eligible to work remotely after an initial training period. Remote work is intended to be performed primarily in the State of Wisconsin. High speed internet access is a requirement of remote work. Remote work options are subject to change based on business needs.

Due to the nature of this position's duties, candidates will be subject to a criminal background check prior to appointment.

Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. WDVA does not sponsor work or student visas, either at time of hire or at any later time.

A 12-month probationary period will be required.

Qualifications

Minimally qualified applicants will have experience with:

  • Serving as an IT project leader for large, complex projects or capital procurements from conception to completion (e.g., conducting market research, defining, and managing scope, developing project plans, managing team, delivering reports, implementation, and problem solving, etc.) ; and
  • Maintaining, updating, and reconciling IT asset records (e.g., asset locations, disposals, warranties, licenses, terms, and lifecycle replacement dates, etc.); and
  • Collaborating with internal and external stakeholders, including executive level stakeholders, to define business requirements, resolve issues, and ensure that projects meet objectives; and
  • Managing contracts (e.g., negotiate pricing and terms, monitor contract requirements, address issues with vendors, etc.).

Well-qualified applicants will also have experience with:

  • Working with healthcare IT systems, health information systems (HIS), or other systems that manage healthcare data.
  • Public or non-profit procurement (e.g., obtain quotes, maintain purchase order records, review invoices, arrange payment, etc.).
  • Developing and presenting strategic recommendations to executive level stakeholders.
  • Analyzing and summarizing complex information (e.g., policies, data, etc.) from a variety of sources.
