Cross-Application Project Manager
Position Description
The cross-application project manager position manages 4-8 subprojects, each of which is led by an application project manager (AppPM). AppPMs typically are responsible for 5 or more unrelated projects, and may be located anywhere in the lower 48 states. This is a full-time position, with expected working hours of 8 a.m. to 5 p.m. Central Time, plus or minus one hour. Thus, it is a full-time position managing part-time PMs.

This project is to integrate 4-6 OptumRx applications with the base enterprise preference management system. The applications use a mixture of agile and traditional methodologies, and the base system team operates primarily with Agile methodologies. Experience leading OptumRx cross-application projects is highly desired.

Key Success Factors:
  • Leadership of large, complex projects composed of several subprojects to achieve key business objectives. Must be able to lead when consensus among supporting subprojects or teams is not possible.
  • Experience managing in a hybrid development methodology environment. The subprojects will be a mixture of agile development, iterative development, traditional waterfall development, and some external vendor development managed by Statement of Work and negotiated interim milestones.
  • Cost management, by summarizing subproject cost information which may be reported from two or more work performance systems, including forecasting cost based on predicted effort over time
  • Schedule management by negotiating, tracking and summarizing cross-project schedule milestones from the subprojects
  • High degree of initiative in an ambiguous environment.
  • Ability to influence and escalate in a weak matrix environment.
  • Ability to work virtually with team members in multiple locations
  • Adaptable to change
  • Able to communicate with Sr. to Exec. Management, both written and verbally
  • Self-starter and can work independently
Job responsibilities include:
  • Direct cross-functional and sometimes cross-segment project teams
  • Work closely with application project managers to develop and monitor project plans for application software development projects including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing
  • Develop and manage project level work breakdown structure (WBS) focused on key milestones and dependencies.
  • Responsible for managing cross-functional interdependencies
  • Develop and monitor overall project budget, coaching subproject managers on good cost management practices, and re-balancing subproject budgets based on project changes
  • Anticipate risks and issues and acting proactively to address them. This includes summarizing discrete risks and issues raised by sub-project managers into project-level risks or issues
  • Experience partnering with business stakeholders and team members to handle risks, issues, financial and schedule management.
  • Speak to the details of the project to both the business and technical teams throughout the project lifecycle, from beginning to end of all subprojects
  • Ensure standard processes are followed and reviews of project artifacts are conducted to ensure high quality outputs
  • Utilize organizational resources appropriately
  • Enforce change control process to effectively manage scope
Qualifications:
  • Undergraduate degree or equivalent experience
  • 5+ years of IT Application Software Development experience
  • 5+ years of working hands-on with all aspects of the System Development Life Cycle
  • Project Management Professional (PMP) Certification strongly preferred but not absolutely required
Assets:
  • Advanced project scheduling
  • Advanced cost management skills
  • Expertise managing cross-project schedule dependencies, with Microsoft Project or a PPM tool, via manual inspection from filtered views
  • Excellent written and verbal skills
  • Experience with both Agile Methodology and Traditional Waterfall methodology
  • Proficiency with MS Office 2010 (Including Word, Excel, Outlook, PowerPoint, Access), MS Visio, and SharePoint 2010
  • Experience with Clarity, HPPM, MS Project Server, Planview, or other project portfolio management tool helpful but not required
