The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system
for the traveling public, while promoting economic development and preserving the environment of New
Mexico.
The Application Development unit within the Information Technology Division, Applications Bureau, supports the enterprise application portfolio, including many Commercial off-the-shelf (COTS) applications, and custom-built, in-house-developed web applications. The team works on development and implementation projects throughout the application life cycle working closely with business customers and project management.
As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?
This position performs as supervisor of the application development team, working closely with management, project management, line of business customers, and other stakeholders, to assist in defining, prioritizing, and assigning project-related and support-related tasks.
How does it get done?
- Supervision, development, and evaluation of staff within the unit.
- Prioritization and allocation of work tasks to ensure timely completion of projects
and other assignments.
- Development of technical documentation (requirements specification, functional
specification, operating procedures, etc.).
- Troubleshooting application issues.
- Working with software vendors for quotes and other information, and assistance with
troubleshooting when problems arise.
- Working with other technical groups within or external to NMDOT to resolve issues.
- Work as a technical team member, and possibly team lead, on development projects
and COTS application implementation.
- Reporting of status to management.
- Hiring staff members when vacancies exist.
Who are the customers?
This position serves customers from all over the New Mexico Department of Transportation (NMDOT), and may also include external customers.
Ideal Candidate
The ideal candidate will have preferred experience/education in the following areas:
*Supervisory experience, preferably within New Mexico State Government;
*Advanced familiarity with object-oriented programming concepts;
*Advanced full-stack web application development skills, preferably with .NET and C#;
*JavaScript and JavaScript libraries such as jQuery;
*Experience with SQL Server or other relational databases;
*Experience leading full-life-cycle application development projects using Agile methodology;
*Experience with implementation, customization, and support of commercial off-the-shelf (COTS) applications;
*Familiarity with IIS Manager and server configuration.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
In-person position. No telework.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
