This position is situated within the Information Technology Office (ITO) of EMNRD, which is the consolidated IT provider for the Department.

Why does the job exist?

This position exists to analyze the business processes and information needs of the EMNRD with respect to the New Mexico Water Data Act; and to enable development of effective IT solutions and improve and streamline related IT systems and developments

How does it get done?

The key responsibilities of this position are:

(1) To analyze the department's business and processes.
(2) To create requirements that are useful to developers implementing software solutions.
(3) To propose appropriate IT solutions for meeting the department's goals.
(4) To confirm that the technology solutions and strategies adopted continue to support the department's goals.

Who are the customers?

Directly support the agency. Indirectly support the public, industry and other governmental agencies.

Ideal Candidate

The ideal candidate will have experience in the following:

* Extensive experience working in teams with IT application developers on custom development projects.
* Experience with team collaboration software system like Teams, Confluence, Slack, etc.
* Experience with development, issue and project tracking software systems like Jira, TFS, Azure DevOps
Server, etc.
* Experience with procurement processes in the State of NM environment especially with respect to IT
systems procurement.

Minimum Qualification

Bachelor's degree in any field and two (2) years of experience in information technology or business analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one (1) year of education.

Employment Requirements

Must maintain and possess a current New Mexico Driver's License

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT); requires sitting in front of VDT for extended periods of time; work in cramped spaces and positions; close exposure to CRT's, VDT's and UV rays. Stress associated with working in a high-ticket volume environment, being able to deal with the constant traffic of user problems and system breakdowns. Requires the ability to reach above the head; lift up to 20 pounds. Requires the use of manual dexterity while operating a computer keyboard.
