Duties This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a IT CYBERSECURITY SPECIALIST (INFOSEC/PLCYPLN) at the NH-2210-2/3 some of your typical work assignments may include: * Serves as the Command Cyber Workforce Manager within the USTRANSCOM's Command, Control, Communications, and Cyber Systems Directorate. * Leads the command as the Department of Defense Cyber Workforce Framework Program Manager, identifying, tracking, and enforcing DoD 8140 certification requirements. * Develops cyberspace workforce plans, strategies and guidance to support cyberspace workforce manpower, personnel, and certification requirements. * Develops IT/cybersecurity/data acquisition strategies, policies, and plans and/or advocates for changes in policy that support organizational initiatives or required changes/enhancements. * Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. * Conducts independent comprehensive assessments of the management, operational, and technical security controls and control enhancements employed within or inherited by an information technology (IT) system to determine the overall effectiveness of the controls (as defined in NIST 800-37). Requirements Conditions of Employment * This is a key position * Employee must be able to attain and maintain a Top Secret security clearance that is required to perform daily duties * Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. * This is a cybersecurity position. The employee must attain and maintain the appropriate DoD-approved foundational and residential qualification for cybersecurity functions required for the DoD position held IAW DoDM 8140.03. * Must be a U.S. Citizen * Occasional Travel * Work Schedule: Full-time * Males born after 12-31-59 must be registered for Selective Service * Suitable for Federal employment, determined by a background investigation * May be required to successfully complete a probationary period * Overtime: Employee may be required to work overtime on an unscheduled or emergency basis * Tour of Duty: Flexible * Recruitment Incentives: May Be Authorized * Fair Labor Standards Act (FLSA): Exempt * Financial Disclosure: Not Required * Alternate work schedules are authorized. Work hours other than normal duty hours, including evenings, weekends, and/or holidays, may be required. * Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606 * This position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7 Qualifications You may qualify at the NH 3 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below: * Performing personnel management activities to include leading teams of personnel from various functions or disciplines, and providing direction or guidance regarding policies, procedures and directives of management. * Creating, reviewing, and delivering governance documentation, strategies, road maps, charters, and standards * Assessing risk and mission impacts of security vulnerabilities * Developing Risk Management Framework (RMF) authorization requirements for on-premise, cloud-based or big data storage environments You may qualify at the NH 2, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-1 (GS-5) grade level in the Federal service as listed below: * Performing personnel management activities to include leading teams of personnel from various functions or disciplines, and providing direction or guidance regarding policies, procedures and directives of management. * Creating, reviewing, and delivering governance documentation, strategies, road maps, charters, and standards * Assessing risk and mission impacts of security vulnerabilities * Developing Risk Management Framework (RMF) authorization requirements for on-premise, cloud-based or big data storage environments Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education At the NH-03 level Substitution of education may not be used in lieu of specialized experience for this grade level. At the NH-02 level you may qualify if you have completed a 4 year course of study leading to a Bachelor's degree or you have a combination of education and experience that meets the minimum requirement for the position. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification could result in removal from this position. Employee must meet continuing education and training requirements for IA certification. Failure to maintain the proper IA training could result in removal from this position.
