Job Responsibilities
This position will be tasked with directing the operations of the Information Technology Department of SCDNR.
Job Duties Include:
Minimum and Additional Requirements
A master's degree in information technology, information systems or a related field and five (5) years experience in the design, implementation and management of an information technology program; or a bachelors degree in information technology, information systems or a related field and seven (7) years experience in the design, implementation and management of an information technology program.
Preferred Qualifications
IT Project Management certification desired. Knowledge of the principles and techniques of IT project management and creation and assignment of associated project tasks in an IT environment. Ability to plan and supervise the implementation of short and long range IT initiatives and associated activities and objectives. Ability to plan, organize, direct, and review technical personnel. Ability to mentor and provide operational guidance, as well as, leadership to senior level personnel. Knowledge of information systems operations, planning management and security; computer infrastructure design and management; spatial and tabular data base development, quality control, and access to procedures; advanced spatial and statistical data processing technologies including GIS, image processing, and multivariate statistical analysis. Knowledge of relational data base management and delivery systems and their application to tabular and spatial data. Ability to establish and maintain working relationships with users, technical staff, management, vendors and others. Knowledge of the needs and priorities of the agency and the ability to set priorities.

- Planning and directing staff, resources and budgeting requirements to support all IT operations, and ensuring high service standards to users across the entire agency.
- Developing and managing budgets, budget requests and technology acquisitions to support IT resource needs.
- Representing SCDNR on various agency state technology committees, task forces and planning groups.
- Directing the management and implementation of desktop and server hardware/software, network and telecommunications infrastructure.
- Overseeing inventory of all IT assets, ensuring they are all maintained according to state and agency requirements.
- Developing guidelines and procedures to provide maximum availability of agency infrastructure and resolution of problems.
- Directing and overseeing the management of Agency Applications and access to agency data.
- Directing and overseeing the development of applications to support internal and external operations.
- Directing the establishment of web-based tools for data access, analysis and reporting, and the development of software tools for administrative services to support agency operations.
- Overseeing the identification and recommendation of new technology solutions to improve efficiency and provide cost savings for the agency.
- Directing the acquisition and management of GIS functions and GIS related data (LIDAR).
- Coordinating with SCDNR's Chief Information Security Officer (CISO) to document all aspects of agency IT infrastructure.
