Job Responsibilities
IT Governance Framework Development: Develops and maintains an IT governance program that align IT processes, policies, and controls with agency goals and policy requirements. Establishes and enforces IT policies, procedures, and standards that ensure consistent and efficient IT operations. Monitors and evaluates the effectiveness of the governance program, adjusting as necessary to adapt to changing business needs and policy. Oversees the existing agency Data Governance program and its alignment with the overall IT governance program.
Stakeholder Engagement and Communication: Collaborates with IT leadership, business units, and internal auditors to ensure alignment of IT governance with business objectives. Serves as a liaison between the IT Services and business units to address governance-related issues. Provides clear and concise communication on IT governance matters to IT management and business units.
Risk Management: Identifies and assesses risks related to IT operations, including cybersecurity threats, data breaches, operational inefficiencies, and system failures. Develops and implements risk mitigation strategies to protect the department's IT assets and data. Maintains a risk register and ensure that risks are monitored, reported, and managed in accordance with the organization's risk management framework.
Policy and Procedure Management: Develops, documents, and maintains IT policies, procedures, and guidelines. Reviews and updates policies regularly to ensure they remain relevant and effective. Communicates IT policies and procedures to all relevant stakeholders, ensuring understanding and compliance.
Performance Monitoring and Reporting: Establishes metrics and key performance indicators (KPl's) to measure the effectiveness of IT. Regularly reports on governance, compliance, and risk management activities to senior IT management.
IT Audit Management: Coordinates with internal auditors, ensuring they have access to the necessary resources, documentation, and information. Addresses audit findings and recommendations, ensuring that corrective actions are implemented efficiently and promptly. Develops and maintains relationships with auditors to facilitate effective audit processes.
Data Sharing Agreements: Coordinates with legal and external stakeholders on execution of data sharing agreements. Ensures data sharing agreements are fully executed prior to sharing of department data to external entities. Regularly reviews data sharing agreements to ensure accuracy and relevance. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and five (5) years of experience in telecommunications, data processing and/or information technology; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours. May require occasional overnight travel within the state. Occasional out of state overnight travel may also be required for training, attendance at conferences, and meetings with other DOT organizations.
