Job Duties
The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an IT Portfolio Manager in our Information Technology Division, located in Richmond, Virginia.
This role will provide direction and leadership support for ITD activities and systems that enhance mission-critical business operations across the organization. The Portfolio Manager will specialize in pre-project planning to include procurement and vendor management and provide effective management of ITD people, processes, policies, and technology. The individual should also be versed in the development of enterprise technology strategy and implement plans to achieve the strategic direction set by the Assistant Division Administrator regarding oversight of our project portfolio. This manager will be responsible for ensuring alignment with organizational goals and VITA, DHRM, VDOT, and ITD policies as well as have a focus on maximizing project predictability, minimizing risks, managing the ITD budget, and delivering value to stakeholders by applying robust project planning and project management practices.
Duties for this job include, but are not limited to:
Ensure Compliance:Champion adherence to ITD policies and processes. Provide accountability for compliance by ensuring that Supervisors have appropriate functional controls in place to comply with required VITA, DHRM, VDOT, and ITD policy. Provide oversight by performing periodic reviews of those controls.
Execute Programs:Direct, through subordinate supervisors, all program, operations, and staff in assigned IT Portfolio. Perform managerial and technical work ranging from moderate to considerable difficulty. Responsibilities include planning, implementing, and improving programs, systems, projects and services within assigned IT Portfolio. Monitor processes for each program area within the assigned IT Portfolio by assessing performance via tactical Key Performance Indicators (KPIs). Work with supervisors to target underperforming areas for process improvements. Interact with ADAs and IT Portfolio Manager Cohort to ensure that customer needs are met. Focus on implementation of annual strategic focus areas in alignment with the IT Strategy and Business Plan. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan.
Lead, Develop and Direct Supervisors:Provide effective management of ITD Supervisors across a portfolio of IT functions. Interact with subordinates to provide leadership and guidance in managing their assigned area. Ensure development and performance improvement of assigned ITD staff. Actively contribute to the development and improvement of the ITD organization and all associated processes. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan.
Improve Processes:Manage work throughput by monitoring and measuring operational metrics alignment to ITD goals. Implement through subordinate supervisors' changes needed to bring operational performance into alignment performance and strategic goals.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

Minimum Qualifications
- Skill in financial management.
- Skill in people and resource management.
- Skill in managing IT supervisors in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.
- Experience in managing IT Portfolios including Strategy and Governance, Infrastructure and Operations, Security and Risk, Applications, PPM & Projects, Data and Business Intelligence, Service Planning and Architecture.
- Skill with oversight and compliance controls for technologies and functions appropriate to leading an IT Portfolio.
- Ability to manage, monitor and facilitate compliance with state and VDOT requirements for procurement, budget, and billing processes.
- A combination of training, experience or education in computer science, industrial systems engineering, management or related field desired.
- Ability to obtain and maintain PMP certification as applicable to position.
- Experience leading IT professionals.
