Job Description:

The IT Project Manager shall provide the management and functional support needed to manage all aspects of the delivery of the CISOD support services defined in this task order. Program management activities include, but are not limited to, transition planning, special project planning, resource management, quality assurance, risk management, status and problem reporting, and administrative support.

Responsibilities:

Program Management & Delivery:
  • Oversee all aspects of CISOD (Chief Information Security Officer Division within the DHS OCIO) support services delivery, including cybersecurity policy development, program management, and operational support to meet the division's mission objectives.
  • Ensure successful planning, execution, and completion of special projects, including transition planning, resource management, risk management, and quality assurance.
  • Prepare and maintain the Project Management Plan, ensuring alignment with DHS OCIO and CISOD strategic goals.

Technical & Operational Leadership:
  • Lead Tier 3 Analysts and Senior Engineers in recommending improvements, enhancements, or changes to the Security Operations Center (SOC) infrastructure, tools, and facilities.
  • Present these recommendations to the DHS SOC Manager and appropriate SOC change management boards for review and approval.

Stakeholder Communication & Reporting:
  • Serve as the primary point of contact for the Contracting Officer, COR, and DHS Program Managers, ensuring effective communication and problem resolution.
  • Develop and deliver detailed status reports, including self-evaluations and management briefings on service activities, challenges, and innovative solutions.
  • Ensure all project deliverables and milestones are met according to the agreed schedule, scope, and budget.

Staff Management & Development:
  • Manage a team of professionals, ensuring they possess the necessary skills, certifications, and experience to perform their duties effectively.
  • Develop and implement training programs to ensure staff remain proficient in emerging technologies and maintain relevant certifications.
  • Collaboration & Knowledge Sharing:
  • Foster a collaborative environment with government personnel and other contractors, encouraging knowledge transfer and sharing best practices.
  • Act consultative, proactively identifying creative solutions to enhance program performance.
    • Compliance & Risk Management:
  • Ensure all activities comply with DHS policies, technical reference models, and systems engineering life cycle processes.
  • Identify and mitigate risks to ensure smooth program operations, particularly during the transition phases of the task order.


  • Key Skills & Competencies:
    • Leadership & Communication: Strong leadership abilities with excellent verbal and written communication skills, including technical and professional writing.
    • Technical Expertise: In-depth knowledge of SOC operations, cybersecurity, and IT management, with the ability to recommend and implement technical enhancements.
    • Project Management: Proficient in project management methodologies, particularly the PMI Project Management Body of Knowledge (PMBOK).
    • Stakeholder Management: Proven experience in managing complex stakeholder relationships and delivering results in a multi-contractor environment.
    • Problem Solving: Ability to identify potential issues and develop strategic solutions.


    Education and Experience Requirements:

    Minimum Education: Bachelor's Degree in Computer Science, Information Technology, or a related field.
    • Note: Four years of additional experience may be substituted for a bachelor's degree.
    • Postgraduate degrees or certificates in related fields may reduce experience requirements.

    Minimum Experience: 7 years of program management experience in cybersecurity or IT-related fields.
    • Experience must include managing complex, multi-faceted IT or cybersecurity programs, preferably within a federal government context.

    Certifications (minimum one required): PMP, GISP, CISM, CISSP, or equivalent.

    Work Environment:
    • The Program Manager will primarily operate within DHS facilities in the Washington, DC, metro area, with the potential for occasional travel depending on project needs.
