The role you'll contribute:
The IT Program Manager is responsible for applying professional principles, practices, and techniques to lead IT program and project teams aligned to a small subset of organizational goals. Responsible for the overall program and the underlying projects, partnering with the business, portfolio, and project managers to ensure that they are on track to deliver on the goals and the objectives of the organization. Manages stakeholder identification and satisfaction, program and project definition, cross project interdependencies, cross program and project related risk management, and ongoing monitoring and control. Provides outstanding customer service and accepts responsibility in maintaining relationships that are equally respectful to all. They are often the first to volunteer to navigate uncharted terrain, asks insightful questions and finds innovate ways approach issues.

Program Planning - Fosters strong relationships with key technology and business leaders to develop and build strategy for the program, creating roadmaps and ensure business prioritized items are completed on time and within scope. Plans the delivery of the overall program and its activities in accordance with the mission and the goals of the organization and the team that they support. Develops and implements long-term goals and objectives to achieve the successful outcome of the program. Participates in the strategic planning, annual budget and operating plan related to the programs assigned.
Program Budget - Facilitates the definition of the budget through partnering with the subject matter experts to identify hardware, software, contract requirements and level of effort. Assists the project sponsor in ensuring that the program operates within the approved budget keeping actuals up to date.
Program Communications - Provides all program stakeholders receive orientation and appropriate training in accordance with organizational standards. Communicates with stakeholders to gain support for the program and to solicit input to improve the program. Liaises with other managers to ensure the effective and efficient program delivery. Creates program presentations and reports for executive leadership, program sponsors, and stakeholders. Proactively presents program status and issues to all levels of management through tailored formal presentations and informal conversations.
Program Management - Maintains program schedule, target dates and critical path. Delivers successful programs and projects in a timely and cost-efficient manner as shown by project statistics. Develops and manages a program change control process as needed to ensure project teams operate within the scope and change approval process. Directs program staff by providing input and feedback. Tracks progress and reviews program activities to make certain benefits and deadlines are met appropriately. Proactively assesses program risk and issues and identifies solutions to meet productivity, quality, and customer goals.
Program Risk Management - Successfully assesses program and project risks and formulates mitigation plans, successfully develops and updates project budgets as required. Identifies and evaluates the risks associated with program activities and takes appropriate action to control the risks.
Program Quality - Ensures adherence to quality standards and reviews project deliverables. Monitors and conducts program evaluation. Monitors the program/project activities on a regular basis working with the IT PMO Managers to resolve issues.
Program Resource Management - Leads and directs high priority, medium complexity, matrixed programs and projects, which often require considerable resources, functional integration and interaction with project sponsors and teams. Analyze resource demand and program dependencies based on organization, departments' and project priorities. Continually reviews available resources to maintain first-hand knowledge of where they can be best allocated. Reevaluates current resources to determine program resource surplus and shortfalls. Works with Resource Managers to resolve the shortfalls or free-up resources for other work.
Escalation Support - Assist Project Managers helping to resolve any escalated issue including but not limited to, resourcing requests, contracting/vendor issues, lack of progress on action items/issues or risks, and/or tasks being delayed due to competing priorities or communication issues

REQUIRED EXPERIENCE:

- Expert at facilitating cross functional team meetings
- Proficient at driving programs forward, monitoring and communicating the progress, proactively and effectively communicating in terms of cost, forecast, schedule and assessment of risk/issues. Anticipates stakeholder needs, proactively keeping them informed, negotiating with them to reach consensus when priorities conflict, and tailoring the message and delivery style as needed
- Proven communication and negotiation skills - oral, written, presentation, formal and informal
- Apply process analysis, improvement, and reengineering methodologies and principles to conduct process modernization projects.
- Experienced utilizing project and program management processes, standards and methodology, mentoring and training others through successful adoption. Ability to assist in identifying potential process improvements.

- Knowledgeable in identification of direct/indirect risks across the program and developing a comprehensive risk response plan to proactively keep projects on track

REQUIRED EDUCATION/CERTIFICATION:
Bachelor's preferably in Business, Information Technology, or Healthcare or 5 years like experience

- Certified Scrum Developer (CSD) or PMI-Agile Certified Practitioner or Certified Safe Scrum Master
- CSSBB - Six Sigma Black Belt
- Six Sigma Green Belt Certification
