Seeking an IT Project Manger to lead the County's End User & Device Support team with proven IT PM and team leadership experience. This position is part of the Infrastructure Division and provides support for over a thousand users and devices. Hanover County IT is a fast growing and dynamic environment and supports all areas of technology for the County.

Job Summary

Leads and manages IT projects while applying project management practices in coordination with departments and vendors to implement solutions supporting the County needs. Oversee the County End User & Devices team, including maintaining a current inventory of equipment & devices, providing 2nd and 3rd level support for our End Users and will working closely with the other teams in IT to maintain the County's portfolio of operations. This position requires leadership experience, experience supporting End Users, their devices and associated programs. Experience with Microsoft System Center, Mobile Device Management, Multi-Factor Authentication, along with an extensive background supporting Systems and Mobile Devices is required. Stays abreast of IT Technologies, applications and identifies opportunities for using new advancements to enhance County Operations. Maintains an understanding of technology, hardware, networking, and mobile devices.

Essential Functions:
  • Provides leadership to area of responsibility. Directs and supervises staff. Establishes and manages to appropriate performance measures. Applies resource management techniques.
  • Provides coaching, mentoring and direction to staff. Develops high-performing staff. Effectively addresses performance issues in a timely manner.
  • Possesses knowledge of the customer's business, as appropriate for the specified area of specialization. Leverages knowledge to develop customer-focused, business-appropriate solutions. Engages stakeholders in solution development.
  • Directs and oversees vendor engagements, contracts and relationships as appropriate. Ensures that the County's best interests are represented in vendor arrangements. Is familiar with and follows County procurement and vendor management policies and practices.
  • Understands and applies IT best practices as they apply to areas of responsibility. These include SDLC (Systems Development Life Cycle), ITIL (IT Information Library), IT Controls, project management, IT governance, and application portfolio management. Ensures that appropriate standards are adopted and followed, e.g., change management, quality assurance and incident management.
  • Leads and manages projects and applies project management practices within the team. Identifies and manages interdependencies. Prepares and manages to project budgets. Projects include complex, customer-facing, cross-functional efforts.
  • Stays abreast of the technologies applicable to the job and maintains basic understanding of technologies in other teams' domains. Aware of and applies best practices. Proactively researches and understands the implications of industry trends. Initiates proofs-of-concepts of new technologies when appropriate.

C. Must perform regular, periodic on-call duties and beyond normal work
schedule to resolve critical issues and system upgrades. Includes
evenings, weekends and holidays.

equipment, etc.)

Knowledge, Skills and Abilities: Detailed knowledge of Information Technology hardware and/or software. Extensive knowledge of specific areas of hardware and/or software, dependent upon area of assignment. Excellent troubleshooting and problem-solving skills. Ability to work with customers, hardware/software vendors, and ITD staff to resolve a variety of problems and to ensure correct and effective application of technology. Excellent oral and written communications skills and ability to prepare accurate and detailed documentation. Ability to use independent judgment and effectively supervise project team members. Proven team-building and leadership skills and understanding of project management practices and techniques. Ability to manage, plan, and prioritize multiple projects and organize and direct ITD staff assigned to the projects. Ability to establish and maintain professional and effective working relationships with County staff and vendors.

Education, Experience and Training: Four years' college education required (bachelor's degree in systems engineering, computer science, information systems, or related field preferred) with at least six (6) years of progressively responsible experience in Information Technology and two (2) years in a supervisory position preferred. Specific experience & training may be needed per specific area of assignment (i.e. server, network, application, etc.). IT experience must include serving as a Project Leader for the successful completion of a significant IT project. Any equivalent combination of relevant education, experience, and/or training sufficient to demonstrate the knowledge skills and abilities totaling at least ten (10) years is required, with the approval of the Director or Deputy Director.

  • Work beyond normal hours; may include on-call after-hours support (including evenings, weekends, holidays).
