Why does the job exist?

The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the Health Care Authority (HCA) in an efficient and responsive manner and ensures the HCA gains full benefit from its current and future investments in technology.

The IT Project Manager I will:
  • Collaborate across organizational and disciplinary boundaries to define and execute technology based change initiatives, delivering discrete technical and/or programmatic benefits and outcomes;
  • Understand, adapt, and apply appropriate core project management disciplines encompassing methodology, cost, scheduling, performance, risk, quality, and resource management competencies to achieve specific success criteria across the entire project management life cycle;


How does it get done?

The IT Project Manager I is responsible for:
  • Collaborating with project stakeholders and contribute to or lead project initiation activities which may include assessment if regulatory compliance requirements, defining scope and performance measures, developing business cases, and/or determining project approach;
  • Contributing to or leading project planning activities such as performing alternatives analysis and assessing feasibility, refining scope and performance measures, finalizing project approach, developing schedules, identifying resource requirements, developing project budgets, establishing initial project teams, &documenting project management plans;
  • Understanding and applying various methodology and tools for specific projects and situations to deliver consistent, effective, and quality project results;
  • Managing project execution including budget, cost/schedule/performance, risks, reporting issues, governance, resources, quality, scope, outcomes, and results;
  • Leading or participating in project close-out activities such as transitioning, lessons learned, posting implementation review, & archiving;
  • Applying interpersonal skills to establish credibility and rapport with team members, management, and stakeholders;
  • Contributing to the continuous quality improvement of internal systems and solution delivery processes.

Ideal Candidate

The ideal candidate has experience with:
  • Independently managing technical projects related to IT systems, networks, or applications;
  • Continuous quality & process improvements in projects;
  • The development of complex documents such as statements of work or technical instructions;
  • Project close out activities, lessons learned and post-implementation reviews;
  • Contract management, including the tracking of deliverables, deadlines, and invoices.


Minimum Qualification

Associate degree in Computer Science or similar technical major and four (4) years of experience in software development or systems analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. CAPM certification may be substituted for one (1) year of experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is performed mainly in an office setting with extended periods of sitting operating a standard personal computer, repeating the same hand finger motions many times such as typing. Interacting with co-workers and meeting deadlines. Be able to follow written and oral instructions. Occasional work beyond normal working hours may be required. In-state and out-of-state travel may be required.
