The Wisconsin Department of Natural Resources (DNR) is currently recruiting to fill multiple IT Project Manager/Business Relationship Manager vacancies within the central Bureau of Technology Services.
These positions are headquartered at the State Natural Resource Building (GEF 2) in downtown Madison, which is conveniently located near various restaurants and coffee shops.

Position Summary
The DNR IT Project Manager and Business Relationship Manager roles exist for the purpose of managing technical and IT-related projects specific to DNR divisions and programs throughout their project lifecycle. They are responsible for the successful planning and delivery of DNR IT projects to ensure the completion of project tasks on time and within budget. They ensure integration and clear communication with key program and project stakeholders, such as DNR business areas, project owners, steering committees, the WI Department of Administration's (DOA) Division of Enterprise Technology (DET), partner organizations and other State agencies is required. They also support staff to ensure they successfully follow state and department policies and processes for IT development, maintenance, and management; ensure quality projects are delivered, milestones are met, and provides regular project reporting, tracking, steering and management of tasks, issues, mitigations.
These positions require a strong understanding of IT project development lifecycle principles, such as business analysis, requirements engineering, architectural design, development, system / user testing, implementation, application support, ongoing maintenance and project closure. They maintain knowledge and expertise by staying abreast of current research; maintain an effective professional network by being a trusted, approachable, and professional expert on project management best practices and optimizations within the assigned division. The Project Manager / Business Relationship Managers also help build, promote, and utilize standardized, lean, and relevant project management approaches, processes, materials (i.e., project charters, reporting templates, timelines, etc.); act as a champion and advocate for project management best practices; and can communicate the benefits and value of DNR IT project management to IT as well as business stakeholders.

Salary Information
Starting pay is $45.00 - $49.43 per hour ( $93,600.00 - $102,814.40 annually)
These positions are in Pay Schedule/Range 07-33 within the IS Business Automation Specialist classification.
These positions are not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Qualifications

Required qualifications include experience in ALL the following criteria:
Project management methodologies, such as Agile, Scrum, Kanban, Waterfall, etc.
Managing IT projects, including planning, scheduling, reporting, and budgeting.
Gathering/documenting business needs/requirements for IT systems and business solutions.
Preferred Qualifications Include:
Experience managing complex projects (e.g., leading a project team of three (3) or more technical staff, supporting 50 or more stakeholders, implementing new IT infrastructure, development of custom applications that create and edit data, etc.).
Experience creating technical specifications for use by Developers.
Experience aligning IT project objectives with broader goals and objectives, ensuring projects contribute to overall organizational success.
Experience with Natural Resources-related IT projects.
Possession of one or more project management certifications (i.e., PMP, CAPM, CSM, etc.).
Experience with state government policies, regulations, etc.
