The city of Las Vegas invites applications for IT Section Manager. This position directs, manages, supervises and coordinates the assigned programs, activities, and section within the Innovation and Technology Department. Coordinates assigned activities with other city departments, divisions and outside agencies.
The ideal candidate for the IT Section Manager role should demonstrate a strong combination of leadership, technical expertise, and project management skills. Preferred candidates will be proactive problem-solvers with the ability to anticipate system challenges and develop scalable solutions. They should also possess strong communication and collaboration skills to work effectively with technical teams, business stakeholders, and external vendors. Additionally, a results-oriented approach with a demonstrated track record of successful project execution in an Oracle-based enterprise environment is essential.
Supervision Received and Exercised
Receives direction from an IT Business Relationship Manager or from the Chief Innovation Officer/Director of Innovation and Technology.
Acts as a formal supervisor, exercising direct supervision including monitoring and formally evaluating employee performance, employee selection and discipline.

EXAMPLE OF DUTIES
Essential Functions:
Directs, manages, supervises and coordinates all services and activities of assigned work units. Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels. Plans, directs, coordinates and reviews the work plan for the assigned work units; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems. Ensures that IT projects and other assigned work is properly prioritized. Follows up as necessary to ensure accurate and on-time completion of projects and other assignments. Escalates issues in an appropriate and timely manner in order to ensure deadlines are met. Selects professional, technical and support staff and ensures effective morale, productivity and discipline; plans, organizes, administers, reviews and evaluates the activities and performance of staff directly and through subordinate supervisors; works with staff to establish work priorities and schedules; encourages and provides for staff training and professional development; interprets city policies and procedures for staff; prepares and conducts formal performance evaluations; works with employees to develop short and long term goals, monitors accomplishments, establishes performance requirements and personal development targets and provides coaching for performance improvement and development. Participates in the development and administration of the work unit(s) annual budget(s); directs the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments. Reviews requests for information services and recommendations for system, program and procedure changes; assesses the citywide impact of proposed changes; recommends and implements approved changes that minimize expenses and improve services. Monitors assigned work units for capacity planning; evaluates operations; makes recommendations as necessary. Monitors and evaluates security programs; develops and implements contingency and disaster recovery plans as well as facilitates enterprise-level business resumption planning. Coordinates quality assurance activities; develops and implements function-specific quality assurance procedures. Researches and evaluates hardware, software and networking equipment. Coordinates and approves the purchase, rent, lease or license of equipment necessary to accomplish department functions and goals. Works effectively with city suppliers and contractors; oversees the development and administration of applicable contracts. Works collaboratively with other Information Technologies groups to plan, coordinate and monitor office automation projects and operations. Serves as liaison for the assigned functions with other city departments, divisions and outside agencies. Serves as staff on a variety of committees; prepares and presents staff reports and other necessary correspondence. Assists in developing a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential. Assists in promoting sustainable, environmentally sensitive development and operations in the community and the division. Assists in establishing the strategic direction for the division in alignment with City Council and city of Las Vegas strategic priorities; communicates to all assigned employees their roles in performance measurement and achieving strategic priorities; and works with staff to report measures to department management. Provides responsible staff assistance to the IT Business Relationship Managers and the Chief Innovation Officer/Director of Innovation and Technology. Conducts a variety of organizational and operational studies and investigations; recommends modifications to information technology programs, policies and procedures as appropriate. Attends and participates in professional group meetings; stays abreast of trends, products and innovations in the assigned fields and functions. Coordinates and collaborates with other department managerial staff to form strategies, plans and solutions for department and information technologies functions, staffing and organization.

MINIMUM REQUIREMENTS
Experience:
Four years of increasingly responsible experience in information technology or systems management, including two or more of the following functions:
Systems analysis;

Telecommunications;
Computer networking;
Geographic information systems;
Applications development;
Graphic/reproduction services;
Project management; or
A field directly related to the area of assignment.
Experience must also include two years of supervisory or lead responsibility.
Training:

COMPENSATION
Annual Base Pay Increases
- Employees are eligible for annual performance-based merit increase or cash bonus, typically in first pay period of fiscal year.
- City Manager and City Council may approve annual cost of living increase.
BENEFITS
Uniform Allowance
- Applies to uniformed appointives in Fire & Rescue, Public Safety, and Municipal Court, currently $1,500/year
Retirement
- Eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.
Deferred Compensation Plan
- The city offers a 457(b) Plan, a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

- City provides a 100% match annually (on a per pay period basis) to your contributions, up to the following amounts in a 401(a) plan -
