Job Summary
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District's 90,000+ students. OSSE serves as the District's liaison to the U.S. Department of Education and works closely with the District's 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The IT Specialist (Lead/Principal Data Analyst) position resides within the Office of the Chief Information Officer under the Office of the State Superintendent of Education (OSSE). The purpose of this position is to provide project and technical management consulting for a variety of analysis, resource planning, project management, contract monitoring, and network management functions. Reporting to the Manager of the Office of Data Management and Applications, this position manages project execution across an array of data analysis and engineering functions including coordination of both internal and external data resources. The position ensures a timely implementation of assigned reform projects by the Office are on time and align with the needs of OSSE's various stakeholders.
Duties and Responsibilities
Analyzes and defines requirements and specifications; designs, develops, installs, and implements server, network, and virtualization infrastructure on premises and cloud based systems. Designs and implements the security access infrastructure. Evaluates and implements new products to work with or replace current virtualization and server management software and tools. Performs application and server trouble shooting, problem solving, tuning, repairs, and maintenance as appropriate. Creates and maintains server upgrade plans and procedures, as well as MS Azure cloud plans. Plans and schedules server installation. Plans and coordinates for infrastructure systems and storage requirements. Installs, upgrades, and patches systems.
Monitors and tunes server and virtual networks systems operation and performance. Designs and implements MS Azure infrastructure, including VNets, subnets, and Network Security Groups (NSG's) as well as connectivity for webapps, storage, Azure SQL, Azure Managed Instance, and Disaster Recovery. Monitors network performance and identifies network bottlenecks. Analyzes and diagnoses networking problems and recommends corrective measures. Identifies hardware, software, and communication products/services to ensure operational network/network applications. Interfaces with vendors to resolve system configurations, problems, and other issues. Recommends modifications to network design to maintain/improve network performance and ensures design is adequately documented. Performs other job-related duties as assigned. Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
BA/BS degree is desirable. Graduate degree in fields such as business or project management is preferred.

Duration of Appointment: This is an Education Service (ES), At-Will Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
