Why does the job exist?
This position is responsible for the oversight of the IT technical function(s) of the GenTax system. GenTax is the tax system for the State of New Mexico; capturing and distributing approximately $16 billion a year in tax revenues from over 44 tax programs to state and local governments. This position is responsible for the human resource management, work direction, and work quality/quantity of software developers engaged in GenTax software application development, service request analysis/fulfillment, GenTax production issues and internal divisional support requirements.
How does it get done?
Key responsibilities include:
- Supervise a team of software developers in their development and support of GenTax. This includes managing the work direction, performance, communication and disciplinary issues of the team.
- Provide technical and team leadership through coaching and mentoring, leading a group of software developers as they complete the team's projects and assignments including developing software execution plans, timelines and coordinating and leading activities across the full development life cycle for each project/request with the team.
- Coach and mentor team members, assisting them with complex development designs, application performance issues, departmental policies/procedures and technologies utilized.
- Develop and manage project schedules and resources to ensure assigned software development deliverables are completed within project timelines. Serve as a project leader as required.
Who are the customers?
Customers include Taxation and Revenue Department employees, taxpayers of any of the 44 tax programs supported in the GenTax system, and state and local governments.
Ideal Candidate
The ideal candidate will have:
- Strong understanding of Object-Oriented programming with a Focus on .NET, C# is preferable but VB.NET would suffice, and a strong background in SQL.
- Ability to understand architecture principals of an enterprise industrial strength application heavy on complex financials.
- Experience in debugging and troubleshooting complex code issue.
- Reviewing peer code for adherence to a set of documented standards.
- Experience in taking complex business problems and implementing technical solutions.
- Strong leadership and communication skills.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and six (6) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. At least two (2) years leading an IT team.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
