Description
The Captain/Jail Administrator is an administrative and supervisory position, acting as the second assistant to the Sheriff. This position takes command of the Sheriff's Office in the absence of the Sheriff and Chief Deputy. The primary responsibility is to manage and oversee the operations of the Kandiyohi County Jail, ensuring safety, security, and compliance with all standards and constitutional requirements. The Captain/Jail Administrator is tasked with developing and recommending policies, procedures, and operational strategies for the jail. This role also involves coordination with criminal justice system partners, managing personnel, budget recommendations, and ensuring training and performance standards are met.

Job Duties
- Administrative Oversight:
- Serve as the second assistant to the Sheriff, taking command in their absence.
- Develop, implement, and monitor policies, procedures, and directives for the operation of the jail.
- Oversee the daily operations of the jail facility, ensuring a secure and efficient environment.
- Conduct regular inspections to ensure compliance with cleanliness and operational standards.
- Collaborate with Sheriff's Office staff and outside partners to maintain operational efficiency.
- Personnel Management:
- Supervise jail personnel across all shifts and ensure that staffing levels meet operational needs.
- Delegate work assignments, monitor job performance, and provide guidance to jail staff.
- Conduct personnel investigations, administer corrective actions, and implement disciplinary measures as necessary.
- Organize and oversee ongoing training programs to ensure staff are equipped with necessary skills.
- Evaluate and document employee performance, and provide recommendations for improvement.
- Budget and Resource Management:
- Assist in developing and managing the jail's budget, ensuring operations are within budgetary constraints.
- Monitor and maintain inventory levels of jail supplies, equipment, and fixed assets.
- Work with the Sheriff to make recommendations for budget adjustments, equipment purchases, or repairs.
- Collaboration and Communication:
- Serve as a liaison between jail personnel and other law enforcement, judicial, and service providers.
- Communicate regularly with judges, court personnel, law enforcement agencies, and contracted services (e.g., food, medical, educational services) to ensure smooth operations.
- Collaborate with the Jail Program Coordinator to ensure community release and Huber release programs are effectively managed.
- Safety and Security:
- Oversee the safety and security of all inmates, staff, and visitors within the jail facility.
- Monitor jail operations to identify potential risks or issues, and implement corrective actions as needed.
- Ensure compliance with state, federal, and constitutional laws regarding inmate rights and jail operations.
- Additional Duties:
- Perform other related duties as assigned by the Sheriff or designated authority.
Qualifications
- Education & Experience:
- Associate's Degree.
- Current Minnesota Peace Officer license or eligibility to be licensed.
- Certificate of training in First Aid.
- Minimum of two years of supervisory experience in law enforcement at the Sergeant level or higher, preferred.
- Knowledge, Skills, and Abilities:
- Strong knowledge of state and federal laws and regulations related to correctional facilities.
- Familiarity with court and probation rules and regulations.
- Excellent interpersonal communication and leadership skills.
- Ability to assess and improve operational efficiency, identify issues, and implement effective solutions.
- Proficiency in administrative tasks including report writing and policy development.
- Ability to manage multiple priorities, delegate effectively, and work independently.
- Physical Requirements:
- Ability to perform manual tasks requiring coordination, strength, and dexterity, including lifting and moving objects up to 75 pounds.
- Occasional lifting requirements of up to 75 pounds; on rare occasions, the ability to push/pull up to 300 pounds with assistance.
- Ability to perform tasks involving prolonged standing, walking, sitting, bending, twisting, and physical exertion.
