The State Corporation Commission's (SCC) Health Benefit Exchange (HBE) division seeks a Program Operations Analyst interested in a rewarding public service career. This position offers the unique opportunity to join Virginia's recently transitioned state-based exchange and will join a growing professional team. The Program Operations Analyst will assist the IT Operations Manager with supporting the day-to-day operations of the HBE division. Additional responsibilities will include:
The Program Operations Analyst position offers a hybrid work schedule (generally 3 days telework, 2 days in office as based on needs of the division) as well as a variety of professional development and training opportunities.

The Program Operations Analyst will assist the IT Operations Manager with supporting the day-to-day operations of the HBE division. Additional responsibilities will include:
- Leading discussions and collaborating with HBE business units and the vendor to update and maintain the comprehensive annual operational calendar
- Participating in vendor meetings to record decisions and action items, and tracking events, impacts and changes to allow for the management and prevention of delays
- Assisting with the facilitation and preparation for program and operations meetings
- Managing and maintaining the repository of process and policy development documents for all areas of the HBE, to include an annual review of documentation in collaboration with HBE business units
- Developing and managing tools to track operational risks, issues, decisions, and action items
- Leading the risk and issue management process, including tracking and prioritizing issues and risks and coordinating the activities of the HBE Risk Management Board
- Tracking and following up on action items and assignments to ensure timely completion
- Leading the change management process, to include requirements analysis, tracking and prioritizing changes and coordinating the activities of the HBE Change Management Board
- Creating and managing work plans for the HBE operations team including defining, assigning, and tracking essential operational tasks from inception to completion by using standard Microsoft tools
- Participating in User Acceptance Testing (UAT) for HBE platform releases
- Providing IT operational support for requirement analysis gathering, change management activities and HBE platform releases
- Creating presentations, dashboards, and reports for the HBE leadership team and managing the SharePoint site for the HBE operations team
- Performing related work as required

Qualifications

- Considerable professional experience in IT program and/or project management
- Experience working with multiple external vendors and stakeholders to plan for and execute operational activities and software enhancements
- Experience using Microsoft PowerPoint and Excel to prepare presentations and reports
- Experience as a business analyst, eliciting business requirements and documenting functional requirements or in process development and improvement
- Strong organizational, analytical, and problem-solving skills
- Knowledge of project management methodologies, policies, and procedures
- Excellent verbal and written communication skills and the ability to communicate effectively with HBE vendors, various user groups, and stakeholders
- Ability to manage many tasks simultaneously in a fast-paced operational environment to meet deadlines
- Strong attention to detail and the ability to interpret data, information, and technical documents
- Ability to take initiative and resolve issues
- Ability to maintain effective working relationships with SCC staff, outside agencies, and HBE vendors and partners
- Proficiency in standard applications such as Microsoft Office suite (including 365), SharePoint, and Visio
- A bachelor's degree in business administration/management, information technology, information systems, or a related field
- Project Management Professional (PMP) preferred
- Any experience supporting applications in a health or health insurance-related environment is a plus
- Any experience working in IT for Virginia state government is a plus
