Duties * Manages execution of the Theater Regional Interface Control Cell (RICC) and acts on authority of the Theater Joint Interface Control Officer (JICO) as a Watch Officer in accordance with the duties outlined in CJCSM 16120.0lD, CJCSM 13115.01B, and AFI 13-1BCC Volume III. * Serves as Division representative and data link expert. Assists in troubleshooting and provides advice in repairing difficult and unusual data link problems. * Maintains JICO instructor qualification, provides expertise, training, and advice on all aspects of RICC systems. * Establishes, develops and maintains effective work relationships with PACAF Theater JICO who is the focal point for coordinating and modifying the TN and for execution of all data link procedures IAW CJCSM 6120.0 ID operating in INDOPACOM. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes knowledgeable of a comprehensive range of datalink concepts, principles, and systems/ equipment, including those that have complex technical requirements and require extensive specialized training and experience; knowledge of joint services data link systems/equipment for application to difficult and complex situations and problems that have no clear precedent. Ability to research and solve interoperability problems with a wide variety of complex interactions; Expert knowledge of command structure within PACAF HHQ, 5AF, sister services within Japan, and functional managers' in-order to support specific organizational objectives and mission; Knowledge of quantitative and qualitative methods and techniques to execute the complex multi-tactical date link architecture spanning the entire Japan AOR; Knowledge of structures data and information for specific purposes and contexts for collaborative groups of users who must exchange information in pursuit of their shared goals, interests, processes and missions through the use of multiple mediums to include but not limited to data links; Knowledge of existing and emerging data links, in-order to formulate plans/timelines to repair a variety of problems and conditions associated with developing or enhancing available data links and their applications; Knowledge of data link concepts, processes, tools, foundation technologies, methodologies, Internet/Intranet applications and best practices; knowledge of data link technical systems and processes in-order to present recommendations to management to purchase sustainment software and/or new systems to achieve mission-oriented results; knowledge of defining requirements, designing, and writing procedures; modifying programs to match required specifications, testing functionality, and evaluating performance which also includes implementing new data link designs as the mission dictates by assigning tasks and meeting internal and external deadlines. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Qualified and knowledgeable of Joint Interface Control Officer (JICO) data link concepts, principles, and practices of specific systems/equipment. 2. Knowledge of mission, roles, functions, organizational structures and operations of bilateral, joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations. 3. Ability to plan, organizes, and directs the functions of an organization and subordinate organizations. 4. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. 5. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data: as well as identifying and analyzing complex technical problems and developing innovative solutions. 6. Ability to plan, organize, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper operation of data link systems/equipment, and communicate well, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
