SALARY: The salary range for this position is $76,423.34 to $119,103.64 for Schedule A, and $76,423.34 to $113,148.46 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary seeks a dynamic eLearning Developer and Digital Learning Content Designer, who possesses a strong understanding of eLearning development, digital instructional design, on-demand learning content development, learning management system administration, and excellent verbal and written communication skills to work under the direction of the Court Executive 2b (Chief, Organizational Development and Training (OD&T)).
The selected individual will serve as the primary eLearning coordinator and digital learning content designer for the Administrative Offices of the Courts (AOC) in Trenton. This individual will develop, design, and deliver asynchronous eLearning programs primarily using Adobe Captivate and video elements using Premier Pro for upload into the Judiciary Learning Management System using the Saba Cloud LMS. Judiciary eLearning projects are requested by internal Judiciary stakeholders from all divisions of the organization. Often, these programs will need instructional design consultation as they are not developed by training professionals, so this individual will need a strong understanding of stakeholder management and digital learning environment design. This individual will also have an opportunity to develop creative on-demand digital learning programs on various workforce skills and topics. This individual will be asked to convert recorded trainings and presentations into competent on-demand learning. This individual will also assist with live virtual learning program production, serving as a support to other trainers with their virtual training efforts.
This position will have both remote and on-site reporting. Requires travel to various Judiciary locations within the state.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Preferred candidate will understand general instructional design principles, ideally in digital formats (video, audio, interactive eLearning, narrated PowerPoint, etc.). Familiarity with Windows OS, Microsoft Suite (Word, Excel, and PowerPoint), MSTeams/Zoom would be helpful.
Regular and predictable physical presence at the worksite is an essential function of this position.
Qualifications
Graduation from an accredited college or university with a bachelor's Degree and five years of professional experience in learning & development, teaching, training, and/or eLearning design/production.
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Physical Ability: For some positions, applicants must have the ability to perform work which requires climbing and prolonged standing, stretching, bending and reaching. Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

eLearning Developer
- Develop interactive eLearning modules using Adobe Captivate to support internal training initiatives.
- Assist other departments in converting their content into effective eLearning materials.
- Ensure timely delivery of eLearning content while maintaining high standards of quality and consistency.
- Incorporate multimedia elements such as animations, simulations, quizzes, and interactive activities.
- Upload, configure, and maintain eLearning courses into the Saba Cloud LMS, ensuring compatibility with SCORM/xAPI standards.
- Troubleshoot LMS-related eLearning issues and provide technical support to LMS administrators and internal stakeholders.
- Stay up-to-date with eLearning trends, technologies, and best practices.
- Identify opportunities for enhancing digital learning experiences through new tools, techniques, and interactive elements.
- Ensure accessibility compliance (e.g., Web Content Accessibility Guidelines (WCAG)) in eLearning design.
Instructional Designer
- Work closely with other instructional designers, subject matter experts (SMEs), and stakeholders to translate training needs into engaging digital learning solutions.
- Enhance and refine digital learning materials produced by other departments for improved engagement and effectiveness.
- Design, develop, and deliver creative and interactive digital on-demand learning programs produced by OD&T.
Digital Content Production Specialist
- Edit and produce high-quality video content using Adobe Premiere Pro for training courses and internal communications (e.g. Policy Acknowledgments, policy/process changes, statewide announcements, etc.).
- Ensure video and audio assets align with learning objectives and branding guidelines.
- Edit, optimize, and prepare any video, audio, slide deck, and other media designated to become web-based learning programs.
General OD&T Event and Training Support
- General support of Staff College planning and on-site support, specifically collaborating with the venue Audio Visual team to coordinate program timing, audio and video recording, presenter visuals, music, etc.
- OD&T Representation on statewide and Central Office committees as assigned.
- Assist with live virtual training programs as a producer, moderator, or technical support in cooperation with OD&T Training Coordinators.
