Land Development Manager

Performs skilled administrative and professional work in reviewing and processing of development, subdivision, and zoning concept plans, permits for site plans, and right of way construction projects. Responsibilities include technical design review of roadways, drainage collection systems, stormwater treatment systems, lot drainage, flood plain protection and management, and environmental conditions. Supervision is required for technical, professional, and clerical staff. This is a fully trained professional position, working under the general direction of the County Engineer.

Essential Job Duties

  • Supervises and coordinates the activities of plans review staff during the review process, which includes the review and correction of all development, site, and planned unit development plans.
  • Provides high level engineering review of land development plans and permits applications to assure that accepted standards and the IRC Code requirements are being met. Reviews can include Land Development Permits, Stormwater Permits and Right-of-Way Permits.
  • Provides professional guidance and direction to developers and consultants who seek advice or guidance for the proper development of their projects.
  • Provides direction for staff performing engineering inspections for site plan, land development, right-of-way, etc. projects within Indian River County.
  • Reviews plans for construction within County Rights-of-Ways for compliance with County standards. Reviews and provides recommendations for Right-of-Way Permit issuance. Provides directions to inspection staff to open, track progress and close Right-of-Way permits.
  • Coordinates pre-application conferences.
  • Coordinates and monitors the staff activities and operations of the Land Development section.
  • Assists the Zoning Division through the review of binding concept and binding site plans, planned unit development plans and preliminary development plans.
  • Implements and coordinates inter-department review of plans; compiles the comments, the action requirements and/or the corrections of site plans of other agencies and subdivisions.
  • Coordinates the distribution of development plans to other Divisions; coordinates the collection of review comments and notification of applicants of the results.
  • Coordinates final reviews on all site plan submissions prior to final approval, which is one of the many prerequisites for issuance of building permits.
  • Coordinates the review and permitting process relating to the enforcement of site development ordinance.
  • Is responsible for the collecting and accounting of all fees received by the Division as required by the Board of County Commissioners.
  • Implements and coordinates all assessment programs as directed by the Board of County Commissioners.
  • Performs other job functions as required.

Typical Requirements

Education/Experience:

Graduation from an accredited college or university with a bachelor's degree in civil engineering, urban or regional planning, economics, geography, public administration, or a closely related field, and five (5) years of progressively responsible municipal experience including three (3) years in a supervisory capacity.

Master's degree is preferred.

Licenses, Certifications, or Registrations:

  • Current registration as a Professional Engineer in the State of Florida Preferred.
  • Must possess a valid Florida driver's license.


Knowledge, Abilities, and Skills:

Knowledge of interdisciplinary planning principles.

Knowledge of federal, State, and local regulations and plans.

Knowledge of land development codes and engineering practices.

Knowledge of map reading and land surveying principles.

Knowledge of FDOT Design Standards and Specifications for Road and Bridge Construction. Ability to read and interpret engineering plans, plats, and profiles.

Ability to read and interpret complex engineering plans, plats, profiles, storm water calculations, and engineering cost estimates.

Knowledge of management practices and budgeting.

Ability to communicate effectively, both orally and in writing.

Ability to coordinate planning activities with the public and other agencies.

Ability to solve problems relating to the design, construction, binding requirements, and legal aspects of development.

Ability to establish and maintain effective working relationships.

Ability to manage and supervise the work of subordinate employees such as field inspection staff and permit technicians.
